CALL THE MEETING TO ORDER – Horace Farr called the meeting to order at 10:05 a.m. 2. INTRODUCTIONS Horace Farr introduced new committee members: Lance Takai and Christine Monzo Members Present: Clyde Silva, Judy Bell, Marsha Okajima, Lisa McNamarra, Laenette Longakit, Michelle Johnson, Lance Takai, Christine Monzo Members Excused: Chalintorn Burian, Jacqueline Honda, Enola Kaneta, Pamela Nehls Corporation Counsel: Suzanna Tiapula Policy Advisory Board of Elderly Affairs (PABEA): Shelly Ogata Public: Diana Cantu-Reyna, RN and Megan “Olive” Wright, RN HCOA Staff: Horace Farr, Luana Ancheta-Kauwe 3. STATEMENTS FROM THE PUBLIC – Please note that public testimony can be done in the beginning or when the agenda item(s) is called. Diana Cantu-Reyna, RN – She is concerned about the availability and access to quality health care in Hawaii County. ADVISORY COMMITTEE ON AGING MEETING MINUTES Friday, June 30, 2023, 10:00 A.M. Page 2 Shortage Crisis Task Force, her role is addressing the shortage of medical workers (eg. Doctors and Nurses) in Hawaii County. The task force focus group is looking at how health and emergency services with emphasis on rural communities, may benefit from telemedicine. Will our Kupuna benefit from this service and if broadband usage for Kupuna was available during the workforce shortage crisis. 4. APPROVAL OF MINUTES OF THE February 22, 2023 MEETING – Clyde Silva, Committee Vice-Chair motion to approve the minutes of the meeting. Motion to accept the minutes by Judy Bell, and seconded by Lisa McNamarra. Unanimously approved. 5. COMMENTS FROM THE COMMITTEE VICE CHAIR – Clyde Silva mentioned that our current Chair resigned and moved to the mainland. Clyde open the nomination for a Committee Chair. The committee voted in favor of Clyde Silva as Committee Chair. Committee voted unanimously. Clyde open the nomination for a Committee Vice-Chair. Judy Bell was nominated as Committee Vice-Chair. Committee voted unanimously. 6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr 1. State Legislative session closed on May 5, 2023. The start of the new biennium begins July 1, 2023. Three Aging bills that were passed this past session were: HB278 – Funding for the Executive Office on Aging to create and implement an Alzheimer’s Disease and related dementias public campaign. SB900 – Funding of additional three (3) staff for the Hawaii State Health Insurance Assistance Program (SHIP). SB1592 – Funding for three (3) additional staff for the State Senior Medicare Patrol Program (SMP). 2. Reported on our first in person Older Americans Month (OAM) Luncheon since 2019. The event held at the Hilton Waikoloa Resort on Friday, May 12, 2023, and had approximately 165 individuals who attended. Male and female honorees this year for Hawaii County were Albert Pacheco, Jr. of Hilo, and Fely Villegas of Pahala, who represented Hawaii County at the State OAM Luncheon held at 15 Craigside on Oahu. Also, in attendance at the State luncheon were Lt. Governor Sylvia Luke, State Senator Sharon Moriwaki, and State House Representative Gregg Takayama along with Department of Health, Executive Office on Aging and AARP and other entities. DISCUSSIONS: OTHER / REPORTS DISTRICT ADVISORY COMMITTEE ON AGING MEETING MINUTES Friday, June 30, 2023, 10:00 A.M. Page 3 3. HCOA submitted the First draft of our four-year Area Plan 2023 – 2027 to the State Executive Office on Aging (EOA) for first review. We are hoping to have our final draft completed and submitted to the State by August 31, 2023. Final State plans are due to Administration on Community Living (ACL) by September 30, 2023. th 4. Executive on Aging reported that he would be attending the 48 annual USAging conference and Trade Show from July 16 – 19, 2023, in Salt Lake City, Utah this year. 5. Executive on Aging reported that the Hawaii Pacific Gerontological Society (HPGS) would be hosting their first in person biennial conference since 2018 at the Ala Moana Hotel on September 7 and 8, 2023. 7. District Reports: None. Other Discussions: Horace mentioned for the next meeting, he should have the final draft of the four- year Area Plan, and report on the USAging conference and Trade Show. Judy Bell wanted to let the committee know that the Committee on Aging is a result of being an advisory committee to the Area Agency on Aging (AAA). The Committee exists because the AAA exists. Horace confirmed that this committee exists because in the Older Americans Act states that Area Agency on Aging needs to have an advisory committee, and an advisory committee to the Office of Aging and to the Mayor. As a committee member, we would like to consider you as our eyes and ears in the community. Christine Monzo asked what is in the Area Plan. Horace briefly explained that every four years the federal government ACL will come up with five topics or a number of topics that would be like umbrella items. Our funding comes heavily on Title III(B) of the Older Americans Act, and under that you have your home community base services. You have personal care, chore, homemaker, home delivered meals, case management and adult day care. Those are your core home and community based services as we refer to them as Cluster I services because they are more for the frail and vulnerable. Then you have Cluster III which is congregate dining, nutrition counseling, and transportation which they are able to be on their own. Assisted trans would be more for the individual who needs assistance. Caregiving is a big part of the aging process. Most of the funding for Caregiving comes under Title III(E) which is still part of the Old Americans Act. Those are the basic Title III services. Shelly Ogata commented that the plan is basically an implementation plan for how the Area Agency on Aging will be implemented utilizing the funds. Page 4 Michelle Johnson mentioned she was a secondary caregiver for her parents and how difficult it was to take care of her parents. She suggested to the committee that if they can start targeting families individually, targeting the home family system. What if we as a committee go out there and start promoting good family structure or good neighborly structure so that we can be there for our family caregivers. Horace asked the committee chair if he’d like to make a suggestion to the committee to look at some of these areas and look at what can we recommend or help encourage, educate family caregivers. We have programs that can help. Caregiving is a very crucial element. The next time we meet we can have our district reports and bring the information and suggestions to the table and work together. One is suggest to do a survey to get feedback. 8. SCHEDULING OF NEXT MEETING: Clyde Silva, Committee Vice Chair to announce next meeting – Friday, August 25, 2023 9. ADJOURNMENT Clyde Silva, Committee Chair move to adjourn the meeting; Laenette Longakit motioned; seconded by Lisa McNamarra.
