Commission members will participate in person,via ZOOM, or by teleconference.
Members of the public may attend this meeting either in person at the meeting
location or via ZOOM. To sign up for access to the meeting via ZOOM,please
contact Pomaika`i Bartolome at pbartolome(a/hawaiicounty.2ov or (808) 961-8504
no later than 12 noon,Wednesday,August 16,2023. Anyone wishing to testify
orally via ZOOM must sign up by 12 noon, Wednesday,August 16, 2023,by
contacting Pomaika`i Bartolome.
The meeting shall be automatically recessed for up to thirty (30) minutes to restore
communication when audiovisual communication cannot be maintained with all
members participating in the meeting and with the in-person location identified in
this agenda. The meeting may reconvene when either audiovisual communication is
restored, or audio-only communication is established after an unsuccessful attempt
to restore audiovisual communication. If it is not possible to reconvene the meeting
as provided in this section within thirty (30) minutes after an interruption to
communication, the meeting shall be automatically terminated.
Public Testimony: The public may provide oral testimony either in-person at the
meeting location or via ZOOM. Pursuant to HRS Section 92-3, interested persons who
want to provide oral testimony may do so either at the time the Board takes public
statements on items on the agenda or at the time the specific agenda item is called.

12:00 noon on the business day prior to the meeting by: (1) email to

Emergency Planning Committee at 25 Aupuni Street, Suite 2603, Hilo, Hawaii 96720.
All written testimony, regardless of the time of receipt, will be part of the permanent
record.
Board Packet: Pursuant to Hawaii Revised Statutes Section 92-7.5, the Commission
packet provided to members of this commission for this meeting is available for public
inspection during regular business hours at 25 Aupuni Street, Suite 2603, Hilo, Hawaii
96720.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist [Article 15, Section 2-91.3(b), Hawaii County Code]. A lobbyist
means "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to
influence legislative or administrative action by communicating or urging others to
communicate with public officials." [Article 15, Section 2-91.3 (a)(6), Hawai`i County
