KONA OPEN SPACE NETWORK KICK-OFF
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Kona Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.
DATE: Tuesday, August 29, 2023
TIME: 5:00 P.M. —7:00 P.M.
LOCATION: Old Kona Airport, Maka'eo County Pavilion
75-5500 Kuakini Highway, Kailua-Kona, HI 96740
Please note, this is an open-house style meeting for the Kona Open Space Network Plan. This
meeting is agendized as an Action Committee meeting for transparency and to allow their full
participation under the State Sunshine Law.

CALL TO ORDER
BUSINESS:
1. Kona Open Space Network (KOSN) Open House: The Planning Department along with
the KOSN Sub-Committee will be hosting an Open House for the Kona Open Space
Network Plan. The KOSN is a community-initiated goal of the Kona Community
Development Plan to create public open space connections between parks,
neighborhoods, and historic sites, while retaining green areas for drainage/flood
control, trees for shade and carbon absorption, and a system of on and off-road
pedestrian and bicycle trails that encourage healthy active lifestyles. There will be a
presentation by Kristen Nishimura of Jacobs Engineering, the consultants on this project.
Member of the public are invited to get involved in the planning process.
PUBLIC COMMENT ON AGENDA ITEMS: Public comment will be received throughout the
duration of the interactive event.

NOTICE:The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. A person desiring to submit oral or written
testimony shall indicate their name and whether the testimony is on their behalf or as a
representative of an organization or individual. Written testimony can be submitted via email
or hard copy. Hard copies should include an original and nine copies and be submitted no later
than 4:30 p.m. two days prior to the hearing date.
If you need an auxiliary aid/service or other accommodation due to a disability, contact the
Planning Department at (808) 961-8288 as soon as possible, and no later than five (5) working
days prior to the meeting date. Early requests have a greater likelihood of being fulfilled. Upon
request, this notice may be made available in alternate/accessible formats.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in any
month or$275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
(Article 15, Section 2-91.3(a)(6), Hawaii County Code). Registration forms and expenditure
