APPROVAL OF MINUTES • July 21, 2023, regular and executive sessions POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance • Commendations • Other Department Activities NEW BUSINESS • Correspondence No. 23-08: Salary Commission's inquiry to the appointing authorities concerning proposed salary adjustments for fiscal year 23-24. Hawaii Police Commission Meeting Agenda August 31, 2023 Page 2 EXECUTIVE SESSION (CLOSED TO THE PUBLIC) The commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved; to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawaii County Charter Section 13-20 (b). CONSIDERATION AND INVESTIGATION OF COMPLAINTS • HPC 23-17: Complainant alleges her theft report wasn't taken seriously. • HPC 23-19: Complainant alleges the officer failed to provide her with proper assistance and failed to return her phone calls. • HPC 23-20: Complainant alleges the officer was overbearing towards her minor child and officers failed to perform their duties as required. • HPC 23-25: During a traffic stop, the officer was allegedly unprofessional, confrontational, and used profane language. • HPC 23-26: Complainant alleges the officer was rude and unprofessional, and had their vehicle unjustly towed under Aliyah's Law. • HPC 23-28: Complainant alleges that the traffic stop was unjustified. The officer was hostile and wrongfully accused him of speeding. • Review of complaints in the non-acceptance category. ADJOURNMENT Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5) minutes, please plan accordingly. Submitting Written Testimony: Written testimony may be submitted via email at Charisse.Correa(a)hawaiicounty.gov, by mail, or in person to the Police Commission's office at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00 noon, two business days before the meeting to ensure timely delivery to the Commission.
