• General Plan Update
PUBLIC COMMENT ON AGENDA ITEMS: The public may provide verbal testimony at the meeting
by joining the Zoom meeting or attending in-person. Please register to testify by contacting
cdp@hawaiicounty.gov. Comments may be made either during the public comment port ion of
the agenda or j ust prior to the relevant business item. With discretion of the Chair of the CDP
Action Committee, comments may be limited to three (3) minutes in length per agenda item.
Written testimony may be submitted via email at cdp@hawaiicounty.gov or in person at the Hilo
or Kona Planning Department, up to two (2) business days prior to this meeting (see the Notice
Section below).
APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes for the
Kana Action Committee Meeting on July 25, 2023.
BUSINESS:
1. Chapter 5.3 Implementation Matrix: Discussion to initiate a status update of the items
within the matrix. Consider top priority community actions the AC may want to move
forward and the potential creation of respective permitted interaction groups. The
matrix can be found on pages 163 -172 of the Kana CDP.
2. Kealakehe Regional Park: Discussion and potential creation of a permitted interaction
group to follow and support this project.
3. Permitted Interaction Groups (PIG): The existing groups will provide updates, reports,
or discussion and may vote to close any PIGs as needed.

o Flood Mitigation and Erosion Control
o Kana Open Space Network (KOSN)
i. Nomination of Nancy Pisicchio

4. Action Committee Meeting Strategy: The Action Committee will discuss meeting
cadence schedule, logistics, and format of future meetings such as if they should be all
in-person or hybrid zoom/in-person.
AGENDA FOR NEXT MEETING: Action Committee members will discuss potential agenda items
for the next meeting.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. A person desiring to submit oral or written
testimony shall indicate their name and whether the testimony is on their behalf or as a
representative of an organization or individual. Written testimony can be submitted via email
or hard copy. Hard copies should include an original and nine copies and be submitted no later
than 4:30pm two days prior to the hearing date.
If you need an auxiliary aid/service or ot her accommodation due to a disa bility, contact the
Planning Department at (808) 961-8288 as soon as possible, and no later than five (5) working
days prior to the meeting date. Requests made as early as possible have a greater likelihood of
being fulfilled. Upon request, this notice may be made available in alternate/accessible formats.
If you are a lobbyist, you must register w ith the Hawai'i County Clerk within five days of
becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i Cou nty Code). A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administ rative action by communicating or urging others to communicate with public officials."
(Article 15, Section 2-91.3(a)(6), Hawai'i County Code). Registration forms and expenditure
report documents are available at the Office of the County Clerk-Council, 25 Aupuni Street,
Hilo, Hawai'i 96720.

Committee Member Charles Young started the Kona Community Development Plan (KCDP) 4
Action Committee (AC) meeting at 5:16 P.M. This meeting was held online via Zoom, and in‐5
person at the West Hawaiʻi Civic Center Planning Department Conference Room. A quorum was 6
not established until 6:12 P.M. which is when the meeting was officially called to order. 7

Kona Open Space Network Kickoff Event
August 29, 2023 5:00pm to 7:00pm at Maka’eo County Pavilion at Old Kona Airport

Press Release:
The County of Hawaii’s Planning Department has officially kicked-off its project for the Kona
Open Space Network (KOSN) Plan and has hired Jacobs Engineering Group as the lead
consultant. The KOSN is a community-initiated goal of the Kona Community Development Plan
to create public open space including connections between parks, neighborhoods, and historic
sites, while retaining green areas for drainage/flood control, trees for shade and carbon
absorption, and a system of on and off-road pedestrian and bicycle trails that encourage healthy
active lifestyles.
A special mahalo goes to the Kona Community Development Plan Action Committee and its
KOSN sub-committee for stewarding this project through the years. Since 2015 the sub-
committee has outlined the visions and goals of this plan and helped to draft the scope of this
project.
On August 29, 2023, the KOSN sub-committee and the Planning Department will host an open
house at Makaʻeo County Pavilion at the Old Kona Airport from 5:00 pm to 7:00 pm. The
presentation will include a history of project, an outline of the scope, next steps, and examples of
successful open space networks. We invite everyone to come and learn more about the project
and how you can get involved in the planning process. A project website will be coming soon.

Brief history of the Kona Open Space Network
• 2005 - 2008: Kona CDP is developed with extensive community input and adopted by County. The Open
Space Network is a key cornerstone of the Kona CDP.
• 2010 - 2013: AC members begin researching successful OSN programs, data and mapping needs, possible
funding sources, Kona open space opportunities, etc. AC recommends County prioritize the KOSN in the
County CIP Budget, which remains a top AC recommendation in the CIP Budget going forward.
• 2014 - 2017: AC requests Planning Department's support in moving forward the KOSN project. AC forms Subcommittee which includes public members and PD support. KOSN Subcommittee develops and
submits its formal report to the AC. Report includes KOSN Vision and Goals with initial focus on Kona
urban core and recommends hiring a consultant to solicit community input and develop the KOSN plan.
• 2018 - 2019: AC recommends allotment of funds in County CIP budget to hire a KOSN consultant. Funds
are appropriated by County in 2018-2019 CIP budget. Planning conducts research and works with
Subcommittee to develop a Scope of Work for hiring a contractor.
• 2020 - 2022: COVID 19 and high priority Planning projects pauses progress on hiring a KOSN
consultant. Subcommittee meets with and obtains Mayor Roth's support for moving forward the KOSN
project.
• 2023: Planning hires the consultant Jacobs Engineering Group to work with the Kona community and
develop the KOSN plan.
Next Steps:
The Kona Open Space Network Subcommittee will support the Consultants and the Planning Department in
execution of the Contract: Public Outreach, Methodology Development, Design, and an Implementation Plan.
The Kona Open Space Network Subcommittee will be part of the Stakeholder Advisory Committee to the Project.
