This was an Action Committee hosted meeting held 5 at the Hokuloa United Church of Christ. Quorum was established at the meeting. 6 ROLL CALL 7 AC Members Present: Karen Anderson, Bill Sanborn, Pete Hendricks, Scott Nagata, Kevin 8 McLaughlin (Vice-Chair) 9 AC Members Absent-Excused: Tristie Licoan, Julia Alos, Mark Gordon, Ruth Smith (Chair) 10 County Official: Suzanna Tiapula, Deputy Corporation Counsel 11 Two (2) members of the public attended the meeting in person: Jojo Tanimoto and James 12 Hustace 13 ADDITIONS TO THE AGENDA: None 14 ANNOUNCEMENTS: 15 1. Action Committee member Nagata provided an overview of his visit to the Hawaiʻi Water 16 Service. 17 2. Information sharing on recent events in the South Kohala District. The Action Committee 18 briefly discussed the latest County plans for the intersection between Waikoloa Road and 19 Paniolo Ave., and the change in speed limit on the Queen Kaʻahumanu Highway North of 20 Waikoloa Road. Community member Hustace provided comments on these items from 21 discussions at the South Kohala Traffic Safety Committee meetings. 22 PUBLIC COMMENT ON AGENDA ITEMS: 23 Two (2) members of the public provided oral testimony during the respective agenda items. 24 APPROVAL OF MINUTES: 25 Action Committee Member Pete Hendricks made a motion to approve the May 9, 2022 minutes. 26 Seconded by Action Committee member Karen Anderson. A Review of the Action Committee Framework 30 Discussion was held about Sunshine Law requirements for the Action Committee and the 31 different types of Action Committee subcommittees. Community member Tanimoto asked 32 about how Action Committee meeting agendas are assembled. Agenda items can be 33 proposed by the County staff, Action Committee members, or the public. The agenda is 34 approved by the Chair before being published. 35 36 2. Hawai'i Island Tourism Discussion 37 Discussion was held about creating an investigatory subcommittee on this topic. Community 38 member Tanimoto commented about a cemetery on Kawaihae Road that needs signs to 39 inform tourists of appropriate behavior. The Action Committee discussed that an 40 investigatory subcommittee could discuss the matter further with Community member 41 Tanimoto after the subcommittee completes an initial recommendation to the Action 42 Committee (as directed below). 43 44 Action Committee Member Karen Anderson made a motion to create an investigatory 45 subcommittee to read the Hawaiʻi Tourism Authority (HTA) plan and figure out how the 46 Action Committee can provide input to the process and bring a recommendation back to the 47 Action Committee in 6 months or in an appropriate time based on the HTA process schedule. 48 Seconded by Action Committee member Bill Sanborn. Motion passed with 5 votes aye, 0 49 votes nay. Action Committee member Tristie Licoan and Vice-Chair Kevin McLaughlin are 50 assigned to this subcommittee. 51 52 3. South Kohala Community Development Plan (CDP) Discussion 53 The Action Committee briefly discussed the topic and agreed to pursue this with an 54 investigatory subcommittee. 55 56 Action Committee member Bill Sanborn made a motion to create an investigatory 57 subcommittee to review the South Kohala CDP in preparation for a future update and make 58 recommendations or a report back to the Action Committee in 6 months. Seconded by Action 59 Committee member Karen Anderson. Motion passed with 5 votes aye, 0 votes nay. Action 60 Committee members Karen Anderson, Chair Ruth Smith, Bill Sanborn and Vice-Chair Kevin 61 McLaughlin are assigned to this subcommittee. Community member Tanimoto volunteered to 62 provide input to the subcommittee as a community representative for Kawaihae. 63 64 4. Discussion on the Action Committee Request for a Mānā Road Wildfire After-Action Report 65 The topic was introduced and proceeded to a motion, as follows. 66 Action Committee member Bill Sanborn made a motion to permit Chair Ruth Smith to update 67 the previous letter and send again to the Hawaiʻi County Civil Defense, Mayor Mitch Roth, and 68 whoever else is appropriate from the distribution list on the previous letter. 69 Seconded by Action Committee member Pete Hendricks. Action Committee Community Project Discussion 73 A brief discussion was held about what investigatory subcommittees may be appropriate to 74 follow up on these discussions. 75 76 Action Committee member Bill Sanborn made a motion to create an investigatory 77 subcommittee to follow up on the Waimea Preservation topics, including the park in Waimea 78 behind the Parker Ranch shopping center, and to report back to the Action Committee in 6 79 months. Seconded by Action Committee member Pete Hendricks. Motion passed with 5 80 votes aye, 0 votes nay. Action Committee members Scott Nagata, Bill Sanborn and Pete 81 Hendricks are assigned to this subcommittee. 82 83 Action Committee member Bill Sanborn made a motion to create an investigatory 84 subcommittee to investigate concerns with County roads and bridges in South Kohala and an 85 emergency road in Kawaihae. This subcommittee will report back to the Action Committee in 86 6 months. Seconded by Action Committee member Scott Nagata. Motion passed with 5 87 votes aye, 0 votes nay. Action Committee members Scott Nagata, Bill Sanborn and Chair Ruth 88 Smith are assigned to this subcommittee. 89 90 PROPOSED AGENDA ITEMS FOR NEXT MEETING: 91 1. Interim updates from all subcommittees, as available. 92 2. Request for information about how the Fire Department handles (historic) burials found 93 during firefighting activities. 94 ADJOURNMENT: Action Committee Member Bill Sanborn made a motion to adjourn.
