APPROVAL OF MINUTES • August 31, 2023, regular and executive sessions POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance • Commendations • Other Department Activities EXECUTIVE SESSION (CLOSED TO THE PUBLIC) The commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved; to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawaii County Charter Section 13-20 (b). Hawaii Police Commission Meeting Agenda September 22, 2023 Page 2 CONSIDERATION AND INVESTIGATION OF COMPLAINTS (Briefly summarized) • HPC 23-13: Complainant alleges the officer was rude and condescending. (cont. 7-21- 23) • HPC 23-19: Complainant alleges the officer failed to provide her with proper assistance and failed to return her phone calls. (cont. 8-31-23) • HPC 23-21: The complainant alleges the officer drew his firearm when she posed no threat to him. (cont. 7-21-23) • HPC 23-27: The complainant alleges that he witnessed officers use excessive use of physical force and he is unable to obtain all records of the incident. • HPC 23-28: Complainant alleges that the traffic stop was unjustified. The officer was hostile and wrongfully accused him of speeding. ADJOURNMENT Hawaii Police Commission Meeting Agenda September 22, 2023 Page 3 Submitting Written Testimony: Written testimony may be submitted via email at Charisse.Correa@hawaiicounty.gov, by mail, or in person to the Police Commission's office at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00 noon, two business days before the meeting to ensure timely delivery to the Commission. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5) minutes, please plan accordingly.
