HomeMy WebLinkAbout2023-08-21 BOR Organizational MinutesTAX BOARD ORF REVIEW Organizational Meeting Monday, August 21, 2023 Aupuni Center Conference Room 101 Pauahi St. Hilo, Hawaii MEETING MINUTES CALL TO ORDER Deputy Corporation Counsel, Sylvia Wan, called the meeting to order at 9:03 a.m. ROLL CALL Present were: Board Members, Michael Okumoto, Dale Tokuuke, Kurt Sullivan, Jason Eisert & Diane Blancett-Maddock (partial meeting) Deputy Corporation Counsel, Sylvia Wan. Real Property Tax Administrator, Lisa Miura; Real Property Tax Asst. Administrator, Keita Jo; RPT Appeals Board Clerk, Tyoany Tavares. NEW BUSINESS Due to there being no elected Chair or Vice Chairperson present at the start of the meeting, Deputy Corporation Counsel, Sylvia Wan, called out of order to Agenda item IV, section b, Election of officers. 1. Election of Offices Motion: Mr. Tokuuke moved to elect Michael Okumoto as Chairperson. Seconded by Mr. Eisert. A call for discussion was made. Mr. Okumoto accepted the nomination. Motion passed by a vote of 4:0. Board member Ms. Blancett-Maddock, absent at this time. Motion: Mr. Okumoto moved to elect Dale Tokuuke as Vice -Chairperson. Seconded by Mr. Sullivan. A call for discussion was made. Mr. Eisert questioned the term of the previous Vice -Chairperson, Ms. Blancett- Maddock. Ms. Wan clarified the term of the Chair/Vice-Chair conclude at the end of each year. Mr. Tokuuke accepted the nomination. Motion passed by a vote of 4:0. Board member Ms. Blancett-Maddock, absent at this time. At this time, Ms. Wan turned the meeting over to Chairperson, Mr. Okumoto. STATEMENTS FROM THE PUBLIC There were no statements from the public. APPROVAL OF MINUTES The complaint Hearing minutes of October 11, 2022, were distributed to the Board Members prior to the meeting for their review. There were no corrections noted. Motion: Mr. Eisert moved to accept the minutes of October 11, 2022, as presented. Seconded by Mr. Tokuuke. A call for discussion was made. Motion passed by a vote of 4:0. Board member Ms. Blancett-Maddock, absent at this time. NEW BUSINESS 1. Welcome New Board Members Mr. Okumoto welcomed new board members, Kurt "Sulli" Sullivan and Jason Eisert. Mr. Okumoto thanked Mr. Sullivan & Mr. Eisert for volunteering their time to the Tax Board of Review & discussed that it is an interesting Board to be a part of. 2. Establishing Dates for the 2023 Tax Appeal Case Hearings A list of tentative appeal hearing dates were distributed to the Board. The dates selected are as follows: Hilo Kona October 26-27, 3-4 November Cct31-Nov1, 7 December 7-8 Hilo hearings will be held at the Aupuni Center Conference Room at the Aupuni Center. Kona hearings will be held in the Community Hale at the West Hawaii Civic Center. With the current number of active appeals based in the Hilo area, the Board was informed those cases may close out in one, two-day set of hearings. With the current number of active cases in the Kona area, that may require two, two-day sets of hearings. A discussion took place between the Board members, Deputy Corporation Counsel & the Real property tax administration of each party's availability on the hearing dates provided. During this time, Board Member Ms. Blancett-Maddock, became present at the meeting. Mr. Jo did provide perspective as to why although we are currently in the month of August, the appeal hearing dates at earliest would not be available until the end of September. The Real Property Tax office serves certified notices to the appellants 30 days prior to the date of their hearing, to provide sufficient amount of time. Motion: Mr. Tokuuke moved to accept the changes to the 2023 Appeal Hearing dates, eliminating September 26-29, October 10-11, 17-18 and November 7-8. Seconded by Mr. Sullivan. A call for discussion was made. Motion passed by a vote of 5:0. ANNOUNCEMENTS There were no announcements.
