She has been the Girls Court judge for several years on her island, where juvenile girls are given targeted treatment, therapy and opportunities to improve their lives. For her work in the justice system, Laurel was recognized by the Kauai Commission on the Status of Women and her alma mater, Waimea High School, as an outstanding community leader. Previously a journalist, Laurel had an award-winning weekly column in The Honolulu Advertiser. She then attended the William S. Richardson School of Law, where she was an editor of the University of Hawaii Law Review. His practice focuses primarily on the acquisition and development of commercial real estate in the State of Hawaii. From 1992 to 1994, Randall worked as a foreign law consultant at the Tokyo law firm of Nagashima & Ohno (now known as Nagashima Ohno & Tsunematsu), where he worked closely with Japanese banks and investment companies which had acquired significant commercial real estate holdings in Hawaii during Japan’s “Bubble Economy”. Since returning to Hawaii in 1994, a large part of Randall’s practice has focused on land use, zoning and entitlement matters, including State and County permits and approvals. He represents land owners and developers in connection ongoing real estate projects on Oahu, the Big Island, Maui and Kauai. From 1997 through 1999, he served as a consultant to the City and County of Honolulu, Department of Planning and Permitting in connection with the rewriting of a substantial portion of the City’s Land Use Ordinance. In 2002, Randall was appointed to the State Land Use Commission. He served on the LUC from 2002 to 2006, including one year as co-vice chair (2004-2005) and one year as chair (2005-2006). Schmitt has extensive credentials in construction litigation, ocean engineering, maritime law, and international affairs. He was appointed to the United States Naval Academy by US Senator Hiram Fong of Hawaii and graduated in 1976 with a bachelor of science degree in Ocean Engineering. He served as a line officer for five years concluding with a tour as Admiral’s Aide for COMNAVBASE/ COMNAVLOGPAC. Following active duty in the US Navy, Randy entered the William S. Richardson School of Law at the University of Hawaii where he served as Editor-in-Chief of the 1984 Law Review. Following his law school graduation in 1984, he began practicing law in Honolulu with concentration in the areas of construction litigation, admiralty and maritime matters, insurance defense, commercial litigation, technology, and products liability. Because of his background as an engineer, he has worked on a wide variety of construction litigation and product liability matters. Randy served as a Captain in the US Naval Reserve Judge Advocate General’s Corps and for 12 years was counsel to the Commander-in-Chief Pacific regarding Law of War, Law of the Sea, and International Legal Affairs. He recently retired with the rank of Captain. Following his representation of entities involved in the development and commercial marketing of ocean resources, energy (OTEC, wave energy, sea water cooling, etc.) and aquaculture enterprises, Randy received the Ocean Service Award from the Pacific Congress for Science and Technology in 1997.
