MEETING MINUTES
Wednesday, September 20, 2023
9:30am
I. CALL TO ORDER
Meeting called to order by Chair Elena Cabatu at 9:36am.
II. ROLL CALL
Present: Farrah-Marie Gomes, Andrew Langtry, Shana Kukila, Elena Cabatu, Lisa
Pana, Jennifer Stotter (HSCSW Commissioner ex-officio), Suzanna Tiapula
(Corporation Counsel ex-officio). Absent: Evelyn Lee, Hannah Pita-Preston, Rachelle
Agrigado. Excused: Christina Basham
III. APPROVAL OF MINUTES for August 16, 2023
Motion to approve minutes by Farrah, seconded by Shana. All in favor, motion
approved. No discussion.
IV. TREASURER'S REPORT
A. Approval of Treasurer's Report
Andrew reported that the Committee has $10,000. Monies have been allocated
to the following accounts: Travel, Printing, Mileage, Contracts and Miscellaneous
Charges. Motion to approve the Treasurer's Report by Farrah, seconded by
Shana. All in favor, motion approved. No discussion.
V. STATEMENTS FROM THE PUBLIC (may be made now or at any time an agenda
item is called)
Former Senator Laura Acacio shared information about a Shadow Report to be
coming out of the United Nations. Also, Act 32 Midwifery Law goes into effect in July.
More information will be forthcoming. Contact Former Senator Acacio to participate
in upcoming discussions.
VI. CORRESPONDENCE
None
VII. REPORTS
A. Hawaii State CSW (HSCSW) liaison report
No new report. Jennifer Stotter reported that they are still awaiting an Executive
Director.
B. Family Violence Interagency Committee (FVIC)
Shana shared that the FVIC will hold a Domestic Violence vigil on October 5 in
Hilo and October 6 in Kona. A survey will be sent out to register to set up an
informational table, event starts at 12pm. Sign waving at 4pm and a presentation
and candle light vigil to begin at 5pm. Contact Allen for more information.
C. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task Force
No updates as CWS Executive Director position remains unfilled.
VIII. NEW BUSINESS
A. Statements from the Public

B. Day, time, and modality of CSW meetings for the 2023-2024 year
Question raised regarding the wording on the agenda related to reasons for
zoom meetings. Committee discussed preferences for meetings moving forward.
Motion made by Andrew to survey members on meeting preferences, Farrah
seconded.
DISCUSSION: Suzanna advised that a survey can be emailed to all members for
a vote on preferences. No comments to be included in the survey. Lisa will create
a Google Form and send it to Elena to email to all members.
Andrew amended his motion of sending a survey to include that The Chair will
have final say on meetings moving forward should results not determine a clear
and obvious decision. Farrah seconded. All in favor. Motion approved.
IX. OLD BUSINESS
A. Communications Sub-Committee reports
Shana shared that the Facebook page has 122 followers. Newest post was
regarding Hawaiian History Month
a. Family Services Directory
i. Distribution log
ii. Review of current directory information
Committee reviewed the categories to decide which sections can
be deleted or condensed to four pages. More work is needed and
members are asked to do an additional review of the directory
before the next meeting, as time is of the essence to get these
printed.
iii. Approval of project rationale
Shana will present the project rationale for printing of this directory
to include 30 reams, 500 pc, 11x17 pastel yellow paper not to
exceed $1000. Motion to approve a purchase not to exceed $1000
was made by seconded by Shana. The Chair will

Upcoming Oct. 5-6 Domestic Violence Vigil: Anyone available to assist should
contact Allen or Shana.

b. Real Women Essay

c. Community Surveys
Shana plans to distribute surveys at the DV Vigil. Discussion that data
collection should be connected to upcoming project rationales and utilized
to develop priorities on women`s issues affecting our county
DISCUSSION: Suzanna shared that a member of the committee can plan
an activity and event with people outside the committee to foster
engagement and outreach. Suzanna will also follow up with the Mayor's
office to update the County Website CSW Fact Sheet. If emails are being
sent to Allen, please cc Suzanna.
