It has come to my attention that the "Royal Vistas" Development is proposed to be
built in a flood corridor.
Developing and paving this land, which is located in a natural drainage corridor*,
makes the land impervious, and creates massive runoff. The runoff will cause flooding
in downslope properties and flow more freely into the ocean. *(Please see attachment
showing the development location in the North Kona Flood Corridor)
Kuakini Hwy floods now because of already existing developments. Royal Vistas will
only exacerbate the problem, because it appears there is no Flood Risk Management
Project at all.
Another concern is the lack of infrastructure (such as: roads, water, sewer capacity,
medical facilities, landfill capacity, etc.) to support not only Royal Vistas, but also the
numerous other planned developments along "Queen K" Hwy and Kuakini
Hwy and Ali'i Drive. Any increase to the current traffic volume on these roadways will
cause unacceptable gridlock.
Also, consider this possibility: Does more construction contribute to global warming?
Finally, I am still concerned that we have a Planning Director (who did not meet the
Hawai'i County Charter Qualifications stated for the position), who was appointed by
the mayor, and who previously worked as a Consultant to the developers of this
project.
