Environmental Related Services Our comprehensive environmental services include the recognition, evaluation, and control of environmental hazards, including water sampling, underground storage tank removal assessments, Phase I and II Environmental Site Assessments (ESA), HUD lead soil risk assessments and Chemical soil analysis. Our phase I ESAs are conducted in accordance with the latest ASTM E1527 standard and that of which is in compliance with the EPA’s 40 CFR 312 All Appropriate Inquiries) AAI rule. All of our Phase I ESAs are conducted by an Environmental Professional. Our phase II ESAs are conducted in accordance with the latest ASTM E1903 standard. All of our Phase II ESAs are conducted by an Environmental Professional. 2. Industrial Hygiene Our industrial hygiene services include the recognition, evaluation, and control of occupational hazards, including those with exposure to lead, asbestos, toxic gases, organic chemicals, petroleum products, noise, dusts, metals, mold, and pesticides. Our measurement techniques include traditional air sampling; passive vapor detection; and laboratory analyses. Our additional expertise is in the areas of, indoor air quality, respiratory protection, hazard communication, and confined-space entry. 3. Asbestos Related Services Our expert knowledge of the local and national regulatory climate has enabled us to successfully guide clients through a maze of requirements. Our scope of services include providing building surveys to identify, locate and quantify the amount of asbestos present; provide cost projections; prepare specifications and architectural plans for removal; solicit bids from reputable asbestos abatement contractors; and act as the owner's agent during removal. We also produce, manage, and conduct training for operations and maintenance plans for asbestos that is left in-place. Within the last 31 years MEC has conducted over 13,000 asbestos surveys and asbestos administration projects. Our inspectors have attended and passed EPA accredited Asbestos Hazard and Emergency Response Act (AHERA) training classes including AHERA Inspector, Contractor/Supervisor, Management Planner, and Project Designer courses. For the past 30 years we have also provided the Hawaii community with EPA accredited AHERA training courses, including Worker, Contractor/Supervisor, Inspector/Management Planner, Project Designer, Project Monitor and all the annual refresher courses. Lead-Based Paint Related Services For the past 30 years, MEC has been involved in lead inspection, abatement design and monitoring for a variety of clients, including the State of Hawaii, the City & County of Honolulu, and County of Hawaii. We have conducted numerous on-site building surveys, historical preservation, and lead abatement protocols for building owners, architects, the State of Hawaii, the U.S. Navy, U.S. Army Corps of Engineers, and the U.S. Marine Corp. During the past 30 years, MEC has conducted over 10,000 lead surveys, 9,000 lead-in-air monitoring projects, and 9,000 lead abatement design projects. Our staff is currently EPA certified in lead design, lead abatement contractor/supervisor, and lead inspector/risk assessor. For the past 30 years we have also provided the Hawaii community with EPA accredited Lead training courses, including Worker, Contractor/Supervisor, Inspector/Risk Assessor, Project Designer, Project Monitor, Lead RRP and all the annual refresher courses. Our lead courses also include Maintenance Worker and Housekeepng Worker training. 5. Mold Related Services MEC has been conducting mold investigation and consultative services for the past 29 years. Services include visual inspections, bulk sample collections, air sampling, analyses, and remediation design. 6. Air Monitoring MEC's highly experienced and trained professionals provide clients with air monitoring services in the following areas: asbestos removal projects; lead- based paint removal projects; indoor air quality studies; microbial studies; respirable and non-respirable dust studies; and other studies, which require air monitoring for various toxic and hazardous materials. As a result of constant changes in government regulations and technologies, our in-house standard operating procedures are reviewed and modified on a regular basis. The purpose of this practice is to define good commercial and customary practice in the United States of America for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (42 U.S.C. § 9601) and petroleum products. The goal of this practice is to identify recognized environmental conditions through a physical site visit and review of historical records. No sampling is involved in this phase. The goal of this practice is to confirm recognized environmental conditions identified in the phase I ESA or to conduct a baseline soil and/or ground water study to identify common or potential contaminants that may impact a pending construction activity. Police Training Academy District 3, Temporary Facility, Waipahu, Oahu, Hawaii 2022-0150 The City planned to construct a parking lot and building on the existing Honolulu Police Academy property in Waipahu. MEC’s scope of work was to provide a soil study in both locations to identify any contaminated soil prior to the construction activities. MEC’s baseline soil study plan was prepared in accordance with the Muranaka Environmental Consultants, Inc 12 Hawaii Department of Health’s Technical Guidance Manual. Technical specifications were then prepared for bidding purposes. Completion Date: June, 2022, Currently in progress Client Contact: Lloyd Higa Yamasato, Higa Architecture and Planning Inc. Honolulu Police Department and Honolulu Fire Department Rotor Wing Facility Kapalulu Place, Honolulu, Hawaii Soil and Groundwater Baseline Study City planned to demolish and rebuild all structures that currently house the Honolulu Police Department and Honolulu Fire Department’s helicopter facility. After a phase I ESA was conducted by others, the City requested MEC to conduct a baseline survey of the property to determine if the existing soil and groundwater on the property was contaminated with chemicals identified as potential sources of contamination in the phase I ESA. The sampling plan was prepared in accordance with the Hawaii Department of Health’s Technical Guidance Manual. MEC collected subsurface soil and ground water samples and analyzed for the following constituents: Total petroleum hydrocarbons (gas, diesel, oil), Benzene, Toluene, Ethyl Benzene, Xylene, lead cadmium, chromium, Polyaromatic hydrocarbons (PAHs). Thirty (30) incremental borings were installed where soil samples were collected in each boring and composited into one sample (incremental sampling) in addition to two replicates. Completion Date: January 2021. 2017-0102 Client Contact: Dennis Kodama City and County of Honolulu, Department of Design and Construction INDUSTRIAL HYGIENE PROJECTS Waiakea Research Station, Hilo Hawaii The University planned to demolish 38 structures on the property. MEC’s scope of work was to inspect and analyze the structures and surrounding soils for hazardous materials such as asbestos, lead, arsenic and other constituents that may impact the demolition process. Completion Date: 2023, ongoing Client Contact: Kevin Funasaki Bowers and Kubota Hawaii Job Corps Center, Makawao, Maui, Hawaii MEC’s scope of work was to inspect the grounds and buildings of the Job Corps Center to ensure the Center was in compliance with various OSHA and other government codes and standards such as general condition of the structures, Muranaka Environmental Consultants, Inc 13 foods were handled properly, hygiene conditions in the dormitories and restrooms, etc. Completion Date: 2023-ongoing Client Contact: Karllene Allen MTC Holmes Hall Renovations, UH Manoa, Honolulu, Hawaii UHM planned to renovate 20 classrooms in Holmes Hall on the Manoa Campus. MEC’s scope of work was to survey the rooms for hazardous materials such as asbestos, lead paint. In addition, MEC inspected fluorescent light fixtures for PCB ballasts and provided technical specifications for bidding. Completion Date: March, 2023 Client Contact: David Tanaka Honolulu Community College Demolition Survey of Seven Homes, Hilo, Hawaii Seven single family homes were scheduled for demolition in the Hilo area of Hawaii. MEC inspected and collected samples to verify content of lead-based paint, asbestos-containing materials, arsenic-containing canec board and other hazardous materials that may impact the demolition process. Hawaii Water Infrastructure Improvements for the Nation (WIIN) Act of 2016, 106 Elementary Schools, 200 child care facilities throughout the State of Hawaii. TruePani Inc. subcontracted, Muranaka Environmental Consultants, Inc., to inspect, collect and document water samples in over 106 elementary schools and over 200 licensed residential and non-residential childcare facilities throughout the state of Hawaii. This project was conducted in conjunction with The State Department of Health (DOH) and for the Hawaii Water Infrastructure Improvements for the Nation (WIIN) Act of 2016 project to test drinking water for lead at selected elementary schools and licensed residential and non-residential childcare facilities (CCFs). Muranaka Environmental Consultants, Inc 14 Scope of work was to identify the source and location of water that entered the building, determine the number of drinking water sources, then collect and analyze the drinking water for lead. Makiki Fire Station Improvement to Kitchen Area City planned to remove existing interior plaster ceiling mounted light fixtures and to replace existing wood framed trusses and metal roof deck. Muranaka Environmental Consultants, Inc’s (MEC) scope of work was to conduct a hazardous materials survey which included asbestos, lead paint, arsenic, mercury lamps, PCB ballasts in the area of disturbance during construction. Upon completion of the survey, MEC prepared technical specifications for the removal of lead paint and asbestos-containing materials and reviewed contractor’s work plans.
