CALL TO ORDER The meeting was called to order by Vice Chair, Christen Zulli at 12:30 p.m. at the Aging and Disability Resource Center, 1055 Kino'ole Street, Hilo, Hawaii 96720. 2. ROLL CALL Members Present: Christen Zulli, ReBecca Bennett, Robert Efford, Zahava Zaidoff, Julia Althoff Members Excused: Michelle Hiraishi, Sandra Schuffler Members Un-Excused: Tiffany Dela Cruz Hawaii County Staff: William Horace Farr (Executive on Aging), Suzanna Tiapula (Corporation Counsel), Ryan Caday (EO Officer/ADA Coordinator), Meredith Catalini (Office of Aging), Lori Enomoto (Office of Aging) Guests Present: Hannah Hendrick, Jessica Needham Interpreting Services (ASL) Present: Kaufmann Interpreting Services 3. WELCOME AND INTRODUCTIONS Roll call conducted, members acknowledged by Vice Chair, Christen Zulli. A quorum was present. An Area Agency on Aging Huwai `i County is an equal opportunity provider and employer. MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITES Friday, September 15, 2023 4. APPROVAL OF THE August 11, 2023 MEETING MINUTES Motion made by Committee Member, Robert Efford to approve the August 11, 2023 meeting minutes. Committee Member, Zahava Zaidoff abstained. Motion passed. (3 ayes, 1 abstain) 5. PUBLIC TESTIMONY ON AGENDA ITEMS No Testimony from the Public. 6. COMMITTEE BY-LAW REVIEW Motion made by Committee Member, Zahava Zaidoff to table the discussion and the vote of the by-laws until the October 13, 2023 meeting, so the new Committee Members will have a chance to review the by-laws. Committee Member, ReBecca Bennett seconded. Motion passed. 7. PRIORITY INITIATIVE TOPICS: REVIEW COMMITTEE LEADERSHIP; SET "INITIATIVE UPDATE" FORMAT FOR FUTURE AGENDAS Vice Chair, Christen Zulli explained the Priority Initiative Topics, which were discussed during the July 17, 2023 meeting, and the Committee Members who had volunteered to be a part each of the following Initiatives: Female Specific Disorders and Disabilities - Vice Chair Christen Zulli d/DEAF/HARD-OF-HEARING - Committee Member Tiffany Dela Cruz and Committee Member ReBecca Bennett Autism - Secretary Sandra Schuffler Compliance & Accountability for Businesses & Government - Chair Michelle Hiraishi and EO Officer/ADA Coordinator Ryan Caday Outreach Social Media Marketing - Vice Chair Christen Zulli Committee Member, Zahava Zaidoff requested the Autism Initiative be listed as Neurodivergent Initiative. Committee Member, Julia Althoff requested Civil Defense Disability Response as an initiative, and volunteered to be a part of this initiative with EO Officer/ADA Coordinator, Ryan Caday. Committee Member, Zahava Zaidoff requested Mental Health & Substance Abuse as an additional initiative, and volunteered to be a part of this initiative. Committee Member, Robert Efford suggested contacting Rosalinda Larkin, who is currently working with the Hawaii Police Department on training Police Officers to assist individuals with disabilities. I• MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITES Friday, September 15, 2023 Public Member, Hannah Hendrick spoke about resources such as the 2008 Interagency Action Plan Emergency Preparation for People with Disabilities and Special Health Needs, the 2014 Annual East Hawaii Disability Legislative Forum, and the 2014 Hawaii County Economic Opportunity Council Community Action Plan. Committee Member, Robert Efford requested Youth Transitioning & Supportive Employment for People with Disabilities as an additional initiative, and volunteered to be a part of this initiative with Committee Member, Julia Althoff. Committee Member, Zahava Zaidoff made a motion to create a permitted interaction group for the Youth Transitioning & Supportive Employment for People with Disabilities Initiative. Committee Member, ReBecca Bennett seconded the motion. (4 ayes, 0 nays) Committee Member, Zahava Zaidoff made a motion to create a permitted interaction group for the d/DEAF/HARD-OF-HEARING Initiative, in order for Committee Member, Tiffany Dela Cruz and Committee Member, ReBecca Bennett to be a part of this Initiative, with EO Officer/ADA Coordinator, Ryan Caday. Committee Member, ReBecca Bennett seconded the motion. (4 ayes, 0 nays) EO Officer/ADA Coordinator, Ryan Caday reached out to Police Chief Moszkowicz regarding the Coffee with a Cop Event. Once the Committee determines the logistics, Chief Moszkowicz will have the Committee work with a Community Policing Officer to plan the event. Vice Chair, Christen Zulli made a motion to wait until after the New Year to invite Hawaii County Mass Transit to present at the Mayor's Committee on People with Disabilities meeting. Committee Member, Robert Efford seconded the motion. (3 ayes, 0 nays) 8. ANNUAL REPORT TO MAYOR Vice Chair, Christen Zulli asked the Committee Members to provide data for the Annual Report by October 2, 2023, so a draft can be completed prior to the next Mayor's Committee on People with Disabilities meeting. The Annual Report will be submitted to the Mayor in December. 9. MEETING FORMAT & DATES FOR OCTOBER/NOVEMBER A Hybrid Meeting was discussed for the October and November Mayor's Committee on People with Disabilities Meeting. The next scheduled meeting will be on Friday, October 13, 2023 at 12:30 PM at the Hawaii County Building, Council Chambers, 25 Aupuni Street, Room 1401, Hilo, Hawaii 96720. 3 MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITES Friday, September 15, 2023 The November scheduled meeting will be on Friday, November 3, 2023 at 12:30 PM at the Hawaii County Building, Council Chambers, 25 Aupuni Street, Room 1401, Hilo, Hawaii 96720. Committee Member, Zahava Zaidoff made a motion to accept the meeting format and dates for the October and November meeting. Committee Member, Robert Efford seconded the motion. (5 ayes, 0 nays) Vice Chair, Christen Zulli discussed the planned agenda items for the next meeting: Priority Initiative Topic Data Review Committee By -Law Review Logistics on Coffee with a Cop Event 10.
