NOTICE IS HEREBY GIVEN by the County of HawaiTs Public Access, Open Space, and
Natural Resources Preservation Commission (PONC) in person meeting pursuant to Hawai'i
Revised Statues §92-3.5, the Hawai'i County Code Chapter 2-215, and the Commission's Rules
of Practice and Procedure of the Hawai'i County (amended May 2023.)
ORAL PUBLIC TESTIMONY: To provide oral testimony please arrive at least 10 minutes before
the meeting starts to complete the registration process and obtain meeting information at the
location described herewith.
SUBMITTING TESTIMONY: The Commission encourages the public to submit thoughts,
comments, and input on agenda items via written testimony. To ensure timely delivery to
members prior to the meeting, written testimony must be submitted no later than 12:00 noon on
Thursday, November 9, 2023, by (1) fax to (808) 961-8248; or (2) mail: PONC Commission in
Hilo at 25 Aupuni Street, Suite 1101, Hilo, Hawai'i, 96720, or by (3) email:
ponctestimony@hawaiicounty.gov;
Anyone who requires an auxiliary aid or service, or other accommodation due to a disability,
please contact Maxine Cutler at (808) 961-8069 and/or ponctestimony@hawaiicounty.gov as
soon as possible. If a request is received later than five working days prior to the meeting date,
we will try to obtain the auxiliary aid/service or other accommodation, but we cannot guarantee
that the request will be fulfilled.

AGENDA
I. ROLL CALL:
Chair Chang to open meeting, review meeting procedures (Please turn off your cell
phones or set them to silent mode), take Commission roll call, and introduce Mr. Amedeo
Markoff, Commissioner for District 4.
II. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Pursuant to H.R.S. § 92-3, oral testimony may be provided at the beginning of the meeting
or immediately preceding the agenda item being opened for deliberation by the committee.
III. OLD BUSINESS: (continued from the September 11, 2023, meeting.)
1. STU. 24-11, Stewardship Grant Application of Na Maka Haloa O Waipi`o for Pohoiki,
Puna, Hawaii. Tax Map Key No. (3)1-3-008:097, requesting $260,000.00 for
Maintenance Activities and Public Education. Discussion and recommendation
2. Discussion on the PInG Report and the 2024 Suggestion Form Revisions.
3. Discussion on the PInG Report and the Criteria Assessment Form Revisions.
IV. DEPARTMENT OF FINANCE REPORT:
Hamana Ventura, Property Manager to report.
V. CHAIRPERSON REPORT:
Chr. Chang to acknowledge Commissioner Naungayan's years of service as her term
ends and review PONC accomplishments of 2023.
VI. MINUTES: (Motion(s) required)
Minutes (draft) of September 11, 2023, regular meeting.
VII. NEW BUSINESS:
1. Forming a PInG to Explore Alternative Funding Sources, Select members, and Scope
of the Committee.
2. Discuss the PONC Review of the Grant Application Interview Process.
3. Election of Officers for 2024.
VIII. ANNOUNCEMENTS:
1. The next public meeting is scheduled for Monday, January 8, 2024, at 10:00 a.m. — 2:00
p.m. at the Hawaii County Building, 25 Aupuni Street, Suite 1401, Hilo, Hawaii 96720.
2. Suggest agenda items for the Monday, January 8, 2024, regular meeting.

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
