Please consider this letter of interest and enclosed documentation as our request to place Kulaiwi Archaeology, LLC
in the County of Hawai'i Planning Department Professional Services List under the Archaeology category.We would
like to be considered for all projects that require archaeological services in FY 2023 to 2024.
Kulaiwi Archaeology, LLC is a small business formed in 2021 with an office in Captain Cook on Hawai'i Island. Our
company is comprised of the former staff of Haun &Associates who have provided archaeological, historical, and
cultural resources management services for Hawai'i state, county, and private firms since 2005. Our current staff
consists of five professional archaeologists, and our average number of employees over the past two years (entire
lifespan of Kulaiwi Archaeology LLC) is four.
Solomon H. Kailihiwa, III, M.S. is the principal investigator of Kulaiwi Archaeology, LLC, and a current permit holder
issued by the State of Hawai'i Department of Land and Natural Resources, State Historic Preservation Department
(Permit#23-13). A statement of qualifications, a list of client references, a summary of recently completed project
reports,and our SHPD permit are attached to this letter of interest.

Kulaiwi Archaeology Statement of Qualifications
Kulaiwi Archaeology,LLC is an archaeological consulting company based on Hawai'i Island that identifies,documents,
and develops management practices for prehistoric and historic sites for private entities and county, state and
federal government agencies.The main office is located in Captain Cook.
Prior to establishing Kulaiwi Archaeology, LLC in 2021, Solomon H. Kailihiwa, Ill, M.S., Juliana Kailihiwa, B.A., and
Dave Henry, B.S. were the Project Supervisors for Haun & Associates. They were responsible for numerous
archaeological projects conducted on Hawai'i Island.
Solomon Kailihiwa III (M.S. Geographic Information Science and Technology, University of Southern California
2015; B.A.Anthropology, University of California at Berkeley 2000).

form meets the minimal professional standards for archaeologists as provided in Hawaii Administrative
Rule (HAR) §13-281.
Enclosed is your Permit No. 23-13 to conduct archaeological activities in the State of Hawaii for the
calendar year 2023.Please keep your original permit on file and make a copy for you and your staff to have
available while on the job site or conducting field work. Department staff or other parties may ask that you
produce a valid permit while conducting authorized work
Be advised that pursuant to Hawaii Administrative Rule (HAR) Chapter §13-282-3(e): "In the event a
Principal Investigator leaves a firm, museum, university, or non-profit institution; or a new Principal
Investigator is employed or gains qualifications, the State Historic Preservation Division shall be notified
in writing, with any necessary [curriculum vitae] or resume, application form and $50.00 filing fee made

STATEMENT OF CONDITIONS
Each permit issued by DLNR to an Archaeologist conducting archaeological activities in Hawai'i shall be subject to the following conditions
under Section 13-282-3:
(1) The permittee shall submit,within one month of the conclusion of any field work,a brief report on findings to consist of;(A)a map locating all
sites studied,to be on a portion of the relevant United States Geological Survey standard 1:24,000 topographic map;and(B)a table listing
each site,its major architectural features,its probable function,and the nature of work at each site(mapping,description,surface collection,
test excavation);
(2) The permittee shall submit a minimum of two copies of a report or paper on any archaeological work to the SHPD;
(3) The permittee shall ensure all personnel are capable of adequately conducting the necessary work to accomplish any scopes of work;
(4) The permittee shall comply with all applicable statutes,ordinances,rules and regulations of the federal,state and county governments;and
(5) The permittee shall hold the State of Hawai'i harmless from and against any loss,liability,claim or demand for property damage,personal

Fees.An archaeological permit application shall be accompanied by a filing fee of$50.All fees shall be in the form of cash,certified or cashier's
check,and payable to the Hawai'i Historic Preservation Special Fund. [Eff Dec. 11,2003](Auth:HRS §6E-3)(tmp: HRS§6E-3)
The permittee shall notify the SHPD in writing of any change in the permittee's principal investigator(s)or in the principal investigator's
qualifications in accordance with section 13-282-3(e).
Penalty.Should a party alter an archaeological property without a permit or should not fulfill a permit's conditions:
(1) The principal investigator of the archaeological work or the firm,or both,shall be subject to penalties as covered under section 6E-11,HRS;
(2) The principal investigator of the archaeological work or the firm,or both,shall forfeit all items collected and all recorded information to the
SHPD;and

A service charge of$15 will be assessed on all dishonored checks pursuant to HRS§40-35.5
