HomeMy WebLinkAbout2005-10-21 TMOANI PLANNING COMMISSION COUNTY OF HAWAII HEARING TRANSCRIPT OCTOBER 21, 2005 MOANI HEIGHTS COMMUNITY A regularly advertised hearing on the application of ASSOCIATION AT THE UPLANDS AT MAUNA KEA (REZ 05-014) was called to order at 9:44 a.m. in the King Kamehameha's Kona Beach Hotel, Islander Room, 75-5660 Palani Road, Kailua-Kona, Hawaii with Chairman Fred Galdones presiding. PRESENT:Fred GaldonesABSENT & EXCUSED: Hannah Springer C. Kimo AlamedaAllen Salavea Jeffrey McCall Rodney H. Watanabe Rene€ Siracusa William R. Graham Chris Yuen, Deputy Planning Director Norman Hayashi, Planning Program Manager Phyllis Fujimoto, Staff Planner Jeff Darrow, Staff Planner Ivan Torigoe, Deputy Corporation Counsel And approximately 1 person from the public in attendance. MOANI HEIGHTS COMMUNITY ASSOCIATION AT THE UPLANDS AT MAUNA KEA(REZ05-014) ChangeofZonefor13.028acresfromaMultipleFamilyResidential15,000squarefoot(RM- 15) district to a Single Family Residential 15,000 square foot (RS-15) district. The area consists of several lots within the Uplands at Mauna Kea Subdivision located mauka of the Queen Kaahumanu Highway (Highway 19) and the Hapuna Beach Prince Hotel and Mauna Kea Beach Hotel complexes, Ouli, South Kohala, Hawaii, TMK: 6-2-16:1 to 19. GALDONES:Commissioners we are on agenda item number 3. Applicant is Moani Heights Community Association at the Uplands at Mauna Kea REZ 05-014. This is a change of zone for 13.028 acres from a Multiple Family Residential  15,000 square foot RM-15 district to a Single-Family Residential  15,000 square foot RS-15 district. Norman? HAYASHI:Thank you Mr. Chair. Going to the Planning Commission€s overall location map. This area that I€m outlining is referred to as the Mauna Kea Resort. It includes both the Mauna Kea Resort as well as the Hapuna Beach Resort Complexes. This is the Queen Kaahumanu Highway going towards Kona and this would be in the Kawaihae direction. The subject property is indicated by this orange dot and it is situated mauka of the Queen Kaahumanu Highway. Access to the property, this would be the intersection that you would, roadway that you would come turn off to go the Hapuna Beach Prince Hotel. And for those of you if you€re in EXHIBIT C 1 the area there€s a road that goes mauka, 2 roadsthat go mauka, one at this location and there€s another at this particular location. This is Maui Drive and it goes around in this general configuration. The subdivision is located at this particular location is called the Uplands of Mauna Kea Subdivision and it consists of 19 lots, 17 of which are residential lots, and there€s a open space lot as well as a roadway lot so a total of 19 lots. And this subdivision was created back in 1999 under the current multiple residential 1.5 zoned district. It was created for single- family residential purposes and all of the lots have been with the exception of the open space and roadway lots, have been constructed with single-family dwellings. Basically the intent behind the rezoning is to make the zoning more consistent with the actual use of the property. So this is why the applicant is requesting that the land be rezoned to RM-15. I€m sorry I earlier said 1.5. RM-15 to single-family residential 15,000 sq. ft. All of the infrastructure is in place include the roads and the water. The access from Amaui Road, which is a private 60-foot right-of-way and has a 25-foot wide pavement with grass swales, is also in place. We are recommending approval of this particular request. Are there any questions? GALDONES:Commissioner Siracusa? SIRACUSA:Are all of these lots, the residential lots anyway, not the roadway lot, but aretheyalldevelopedatthispoint? HAYASHI:Yes.Allofthemhave-. SIRACUSA:They all have houses on them already. HAYASHI:Correct with the exception of the roadway lot and the open space. SIRACUSA:Right, okay. GALDONES:Commissioner Watanabe? WATANABE:Norman I just wanted to clarify. Did I hear you correctly you already have a 60-foot easement in place? HAYASHI:Yes. WATANABE:Oh. HAYASHI:That€s the 60-foot right-of-way. WATANABE:Yeah, thank you. GALDONES:Seeing that there are no further questions of Norman. Will the applicant or its representative please step forward. Mr. Mooers you are still under oath. You have received the background report and the recommendations and do you have any comments to those documents? EXHIBIT C 2 MOOERS:No I think Norman has accurately described the situation. Just to point out really its kind of becoming a trend in the resort community to move away from higher density and to go to more single-family dwellings and that€s certainly the case here. In fact a number of the resorts the developers have abandoned hotel sites in favor of doing single-family residential. It seems to be the product that people want to see and the attempt here is to simply have the zoning reflect what the actual use of the property is. GALDONES:Any questions of Mr. Mooers? Commissioners? Seeing none Commissioners this comes with a favorable recommendation and be forwarded to the County Council. Motion is in order. Commissioner Siracusa? SIRACUSA:I€m prepared to make a motion if that€s in order at this point. GALDONES:Proceed. SIRACUSA:I move that a favorable recommendation be forwarded to the County CouncilontheapplicationforChangeofZoneREZ05-014basedonthePlanningDirector€s recommendation and proposed conditions. WATANABE:Second. GALDONES:It has been moved by Commissioner Siracusa and seconded by Commissioner Watanabe applicant Moani Heights Community Association at the Uplands at Mauna Kea Change of Zone Application REZ 05-014 be given a favorable recommendation and be forwarded to the County Council along with the background report and recommendations.
