<br />PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />OCTOBER 27, 2006 <br />A regularly advertised hearing on the COUNTY COUNCIL€S DRAFT ORDINANCE <br />REGARDING THE GENERAL PLAN AMENDMENT PROCEDURE was called to order at <br />10:28 a.m. at the King KamehamehaŒs Kona Beach Hotel, 75-5660 Palani Road, Kailua-Kona, <br />Hawaii with Chairman C. Kimo Alameda presiding. <br />PRESENT:C. ABSENT & EXCUSED: Jeffrey McCall <br />Fred Galdones <br />Rodney Watanabe <br />Ivan Torigoe, Deputy Corporation Counsel <br />Christopher J. Yuen, Planning Director <br />Phyllis Fujimoto, Staff Planner <br />Jeff Darrow, Staff Planner <br />And two people from the public in attendance. <br />INITIATOR: COUNTY COUNCIL <br />Review and comment on a draft ordinance regarding the General Plan amendment procedure. <br />ALAMEDA:Okay. All right, Agenda No. 4. You€re ready? Okay. Final agenda item. <br />Staff? <br />DARROW:If I can defer the presentation for this agenda to our Director. <br />ALAMEDA:Director? <br />YUEN:This is actually an amendment to the General Plan covering the way the <br />GeneralPlanitselfgetsamended;andit€sactuallyinitiatedbytheCountyCouncil.Asyoumay <br />know, the County Council is looking at the Interim General Plan amendments that I initiated <br />somemonthsago;and,inthecourseofthat,theystartedlookingatwhatitwouldtakeforthe <br />Council to start to do General Plan amendments and were dissatisfied with the existing <br />procedure,whichsomeCouncilMembersseemtotaketoolong.SotheCouncilpasseda <br />resolution. That resolution is Exhibit 1 to what you have. The resolution contained a draft <br />ordinancethatwouldchangetheGeneralPlanamendmentprocedure.That€sExhibitA,attached <br />to Exhibit 1.
