HomeMy WebLinkAbout2023-10-10 Kailua Village Design Commission Minutes KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI‘I MINUTES Meeting Date: October 10, 2023 Time: 12:37 p.m. Location: Live-stream online meeting, with the Planning Department Conference Room, nd West Hawai‘i Civic Center, Building E, 2 Floor, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, as the in-person meeting site CALL TO ORDER Commissioners present via Zoom: Shaun Roth, Palani Greenwell, Coleman Ka‘ōpua, Tsing Young and Bronsten Kossow Absent and excused: Alayna Kilkuskie and Rebekah Lussiaa Office of the Corporation Counsel: Suzanna Tiapula, Esq. (Counsel to the Commission) Planning Department: Deanne Bugado (Planner), Rosalind Newlon (Planner) and Marie Hong (Planner) Applicants/Representatives: Matthew Mather, Jim Hayes and Michael DiPiero Public members: Krystel E.G. Corrales and Sei Smith A quorum was present. Chairman Roth called the meeting to order at 1:09 p.m. Chairman Roth introduced the Commissioners. He explained the Commission’s duties and meeting procedure and reminded the Commissioners to keep their cameras on. Commissioner Greenwell disclosed that his draftsperson Winter Anderson was nearby \[but not participating in the meeting\]. APPROVAL OF MINUTES Minutes of the Meeting of September 12, 2023 were circulated to the Commission prior to the meeting and Chairman Roth asked if there were any corrections to the minutes. No corrections were offered, and the minutes were approved as circulated. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Chairman Roth confirmed with staff that there were no statements from the public. NEW BUSINESS 1. PL-KVD-2023-000045: The applicant, James Hayes, of Planning Solutions, Inc., is requesting design review of a request to extend its lattice tower on the subject site. The lattice tower supports important communication equipment that enables Hawaiian Electric to efficiently operate the island-wide electrical grid. The existing tower is 80-feet tall with a proposal to extend the tower to 100-feet tall. No changes proposed to the associated equipment buildings at the base of the tower. Applicant: James Hayes, of Planning Solutions, Inc. Landowner: Hawaii Electric Light Company, Inc. TMK: (3) 7-4-010:022 Location: 74-5519 Kaiwi Street, Kailua-Kona, HI 96740 Ms. Newlon gave a PowerPoint presentation on the proposed project, specifically locating the existing communication tower on-site and provided some historical information for the site development. 1 Chair Roth requested clarification of additional trees that were mentioned in the application and Ms. Newlon did confirm that the applicant is adding new trees but directed further clarification to the applicant. Jim Hayes, of Planning Solutions, Inc., also provided a digital presentation and further clarified the project, he also pointed out the new proposed trees, to be located within the parking lot as canopy/shade trees to be compliant to parking lot requirements. Chair Roth requested clarification on whether this tower is for HELCO operations only or is it open for others to use. Mr. Hayes confirmed that this tower is for HELCO operations only and Michael DiPiero, from HELCO confirmed the sole use. It was moved by Commissioner Greenwell and seconded by Commissioner Kossow that the Commission recommend their approval as submitted. There being no discussion on the motion, a roll call vote was taken, and the motion carried with five ayes (Greenwell, Ka‘ōpua, Kossow, Roth and Young) and one absent and excused (Kilkuskie and Lussiaa). ANNOUNCEMENTS The next meeting is tentatively scheduled for October 24, 2023.
