CALL THE MEETING TO ORDER – Clyde Silva, Committee Chair Committee Chair called the meeting to order at 10:05 a.m. 2. STATEMENTS FROM THE PUBLIC – Please note that public testimony can be done in the beginning or when the agenda item(s) is called. None. 4. APPROVAL OF MINUTES OF THE JUNE 30, 2023 MEETING – Clyde Silva – Motion to approve the minutes of the meeting. Motion to accept the minutes by Lisa McNamarra, and seconded by Judy Bell. Unanimously approved. 5. COMMENTS FROM THE COMMITTEE CHAIR – Clyde Silva Thanked everyone for serving on the committee, and what the committee do in their community. 6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr 1. The Executive on Aging gave an update on the USAging Conference held July 16-19, 2023, in Salt Lake City Utah. This year’s conference highlighted th and celebrated the 50 anniversary of the creation of the Area Agency on th Aging (AAA), and the 45 anniversary of Title VI Native American programs embodied in the Older Americans Act. The closing session was moderated by Edwin Walker, Deputy Assistant Secretary of Aging, and U.S. Administration for Community Living. Edwin Walker reminded us all that the success of the Aging Network is due to the incredible foundation laid by the Older Americans Act (OAM). The missions of the AAA and the Title VI programs are just as relevant and important today as they were five decades ago. The OAM structure of “bottom up” planning continues to ensure that our shared mission continues to reach the growing numbers of increasingly diverse older adults and caregivers. 2. The Executive on Aging gave an update on the upcoming Hawaii Pacific Gerontological Society Conference to be held September 7 – 8, 2023, at the Ala Moana Hotel in Honolulu. Clyde Silva from Pahala, and Judy Bell from Kona will be attending the conference as Committee on Aging (COA) members. 3. The Executive on Aging reported to the COA, the Hawaii County Office of Aging (HCOA), 4-Year Area Plan 2023 – 2027 has been accepted by the State Executive Office on Aging (EOA) and we can continue our designation as an Area Agency on Aging. 7. ONS:DISCUSSI OTHER / REPORTS DISTRICT ADVISORY COMMITTEE ON AGING MEETING MINUTES Friday, August 25, 2023, 10:00 A.M. Page 3 4. The Executive on Aging reported that the Policy Advisory Board for Elderly Affairs (PABEA) Legislative committee began preparing for the upcoming legislative session to begin in January 2024. 5. The Executive on Aging reminded the COA that the Annual Report to the Mayor is due in December. Chalintorn Burian (AARP) – (Handouts): AARP Hawaii Presents “Free Telephone Town Hall” and a “Free Scam Jam”. Jolean Yamada (HCOA Staff) - As the contract monitor for Day Care Services efforts made to secure another vendor prior to Kona Adult Day Care (KADC) closing. I was contacted by a KADC Board Member as well as Rowena Tiqui requesting assistance in finding a replacement agency to keep the facility open. I reached out and contacted the Board President/Vice President of the Hawaii Island Adult Care (HIAC) in Hilo, as well as the Executive at the Hawaii County Economic Opportunity Counsel (HCEOC) informing them of KADC’s impending closure. We discussed the possibility of expanding services in West Hawaii. Unfortunately, HIAC was experiencing a significant reduction in participant’s attendance, in combination with several closures of their facility due to COVID. Board members were not open to expanding to West Hawaii at that time. HCEOC declined stating that they did not have the experience and capacity required to run a Day Care facility. Expanding island wide access to day care services is a priority for HCOA, and at our ADRC Aging Network task force meetings as well. Shelly Ogata (PABEA) – (1) Medicaid renewal process doing phased renewals for low income. Watch for t he notice is in a pink envelope that was or will be mailed out. (2) Maui Fire – SNAP Benefits – A one-time disaster replacement for food. A temporary allowance for prepared and hot foods on September 16, 2023. Judy Bell announced: (1) A health fair was held on August 25, 2023 at the West Hawaii Civic Center; (2) Kona Hospital – Dementia presentation by Nicolas Los Banos and Petition for a Kona Adult Day Care (KADC) available at the hospital health fair on September 30, 2023; (3) Caregiver to Caregiver Breakfast on November 8, 2023 from 9:00 a.m.to 12:00 noon. There will be 15 – 20 resource vendors. Hawaii Community Caregiver Network partnering with AARP will ADVISORY COMMITTEE ON AGING MEETING MINUTES Friday, August 25, 2023, 10:00 A.M.
