B StrauslinSPP.ja.11.9.23 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> SUSAN STRAUSLIN <br /> SPECIAL PERNHT APPLICATION (PL-SPP-2023-000055) <br /> SUSAN STRAUSLIN is requesting a Special Permit to allow the establishment of a 4-bedroom <br /> bed and breakfast operation within an existing dwelling on approximately 9.63 acres of land in the <br /> State Land Use Agricultural District. The subject property is located at 120 Woa Road, on the <br /> northwest corner of its intersection with Kulana Street, Pauka`a, South Hilo, Hawaii, TMK: <br /> (3) 2-7-038:004. <br /> APPLICANT'S REQUEST <br /> 1. Request: The applicant is requesting a Special Permit to establish a 4-bedroom bed and <br /> breakfast operation within an existing 7,270 square-foot, 5-bedroom single-family <br /> dwelling. The remaining fifth bedroom will be used by the applicant who will also be the <br /> onsite caretaker. The bed and breakfast will provide overnight accommodation for stays of <br /> less than 30 days and optional breakfast for a maximum of 8 guests.No exterior signage is <br /> being proposed for the bed and breakfast establishment.Please note the applicant originally <br /> applied for a 5-bedroom bed and breakfast operation but the dwelling is currently permitted <br /> by the Building Division as a 5-bedroom dwelling, and the Zoning Code requires an onsite <br /> operator for bed and breakfast establishments. In order to permit the dwelling as a 6- <br /> bedroom dwelling, the Department of Health would require an upgrade of the existing <br /> wastewater system which would be costly. Based on this information, the applicant has <br /> requested to downsize the original request and is applying to establish a 5-bedroom bed <br /> and breakfast operation. <br /> 2. Reason for Request: The applicant would like to operate a hosted bed and breakfast to <br /> supplement their retirement income and to provide a way for guests to learn about small <br /> farm agriculture in Hawaii. <br /> 3. Staffing/Employees: The bed and breakfast establishment will be operated by the <br /> applicant and 2 groundskeepers. <br /> 4. Parking: Off-street parking is available as the applicant has designated 5 parking stalls for <br /> guests of the bed and breakfast. <br /> -1- <br />
