TMK: portions of(3) 7-4-008:072, 077, 078, and 090 (formerly 077 por. 1); and(3) 7- 3-009:999 State Historic Preservation Division (SHPD) Project No. 2021 PR00594 On behalf of the Environmental Protection Agency (EPA) the State of Hawaii Department of Health (DOH) requests to initiate Section 106 consultation with the State Historic Preservation Officer(SHPO) for the proposed North Kona Sewer Pump Station project located in HonokOhau and Kealakehe Ahupua`a,North Kona District, Island of Hawaii. The proposed project may be eligible to utilize federal funding that is administered by the DOH through the CWSRF. It will be considered a federal action and undertaking, as defined by Section 106 of the NHPA of 1966 (as amended 2014), Title 54 of the United States Code (54 USC) Section 306108, and Title 36 of the Code of Federal Regulations(36 CFR) Part 800. The EPA has authorized the DOH to act on behalf of the EPA regarding NHPA Section 106 notification and consultation. This letter requests to initiate the Section 106 consultation process with the SHPO and State Historic Preservation Division(SHPD) in accordance with 36 CFR, Section 800.3. The DOH may provide funding under the CWSRF to the County of Hawaii, Department of Environmental Management (DEM) for the North Kona Sewer Pump Station project. Hawaii County is an Equal Opportunity Provider and Employer Overview of Undertaking The County ofHawai`i DEM is proposing to develop a North Kona Sewer Pump Station (SPS) within TMK: (3) 7-4-008:090(formerly 7-4-008:077 por. I) in Honokohau Ahupua`a. The North Kona SPS will consist of a below-grade pump station, above-grade operations, an emergency generator building, and a fuel storage tank. The North Kona SPS also includes the construction of two new sewer lines: a gravity line and a dual force main. The proposed pump station would be located makai(seaward) of the Mamalahoa Trail (State Inventory of Historic Places [SIHP] # 50-10-27-00002), and the above-grade operations building and fuel storage would be located mauka(inland,toward the mountains)of the trail,approximately 260 feet(ft) upslope of the pump station. Both portions of the facility will be connected by a 12-to 15-ft- wide access driveway crossing the Mamalahoa Trail. The below-grade pump station will be located just mauka from existing manholes to allow connection to sewer lines constructed by the State Department of Transportation along the Queen Ka`ahumanu Highway. Underground electrical and control lines and the potable water line will be placed below the access driveway. This configuration will minimize disturbance to the Mamalahoa Trail which lies between the two facilities. To avoid additional impacts to the Mamalahoa Trail during construction, a temporary access route extending from TMK: (3) 7-4-008:090 (formerly 077 por. 1)through TMKs: (3) 7-4- 008:077 and 078 is proposed. This temporary access route is within an existing planned easement for the Kanalani Street extension, which is part of the Lanihau subdivision. The temporary access corridor will extend approximately 265 m (870 ft) north of the pump station site, terminating at the northern boundary of TMK: (3) 7-4-008:078. The project also involves the installation of new sewer lines. One of the proposed lines is an 8- inch gravity line within the Hina LLani right-of-way (ROW) in TMK: (3) 7-3-009 in Kaloko Ahupua`a. This line ends at the mauka side of the Queen Ka`ahumanu Highway ROW. This line extends from the sewer system located within the County Homes of Ulu Wini affordable housing development project to an existing stub located on the mauka side of the Queen. Ka`ahumanu highway ROW. Additionally, new force main lines (8-to 20-inch diameter) are proposed within a landscaping easement at TMK: (3) 7-4-008:072 in Kealakehe Ahupua`a, paralleling the Queen Ka`ahumanu Highway between Kealakehe Parkway and the Kealakehe Wastewater Treatment Plant. These force mains will connect to the two 20-inch diameter lines already in the ground between Kealakehe Parkway and the pump station. Area of Potential Effect(APE) The North Kona SPS Project APE is approximately 13.25 acres (6.06 hectares). The APE, which is depicted on a 2022 aerial map(Attachment A), includes: ✓ The proposed 2.596-acre SPS site located within TMK: (3) 7-4-008:090 (formerly 7-4- 008:077 par. 1); • The temporary access route extending from TMK: (3) 7-4-008:090 (formerly 7-4-008:077 por. 1) through TMKs: (3) 7-4-008:077 and 078; 2 • The proposed gravity sewer line corridor within the Hina Lani Street ROW; and • The proposed force main sewer lines corridor located makai of Queen Ka'ahumanu Highway in TMK (3) 7-4-008:072. All project staging will be confined within the APE limits shown in Attachment A. Cultural, Historical,and Archaeological Background Cultural Surveys Hawai`i, Inc. (CSH) completed a literature review and field inspection(LRFI) for the current undertaking(Bautista et al. 2021) for inclusion in the project's Draft EA. The LRFI was designed to determine the likelihood that historic properties may be affected by the project and, based on findings, consider cultural resource management recommendations to facilitate project planning and support the project's historic preservation and environmental review compliance. The literature review identified 29 previously identified historic properties situated within approximately 30 m of the project APE (Attachment C); of these, 19 sites are indicated within the APE bounds. Site types include pahoehoe excavations,trails, mounds, lava tubes,cairns, enclosures, walls, a modified outcrop, petroglyph, pecked pahoehoe basin, and battered area. Site ages range from pre-Contact through the historic era. One of the trail sites, SIHP # 50-10-27- 18099, is the centerpiece of an archaeological preservation easement on the fore ier 1,anihau property (current ownership is West Hawaii Business Park, LLC) referred to as the "Honokohau Historic Trail" interpretive complex (Tuggle and Tomonari-Tuggle 2008). This interpretive complex also contains a portion of the Mamalahoa Trail that does not overlap the APE bounds. The field inspection tentatively confirmed the presence of eight historic properties within the APE: SIHP#s 50-10-27-00002, -18084, -18095, -18099, -21588 (and likely an overlapping segment of-23023), -23026 (one of five component features), and SP-3 (Attachment B). SIHP # -18083 was not confirmed during the field inspection but may still be present within the pump station parcel. SIHP# -18097 is a large complex bisected by the pump station construction access corridor, however, none of its component features were observed within the project corridor. A branch of the SIHP # -23353 trail extends through the southeastern corner of the pump station parcel; while this branch was not found during the field inspection, its location was subsequently confirmed with Rick Gmirkin of Ala Kahakai National Historic Trail in March 2022 and therefore it is also depicted in Attachment B. The LRFI study noted that, while no newly identified potential historic properties were observed during the field inspection, there remains some potential for the discovery of additional sites during a more intensive survey, given the poor ground visibility, particularly within the pump station site. The results of the literature review indicated additional archaeological work may be warranted for the North Kona SPS Project in order to obtain a project finding of"no adverse effect" in accordance with federal regulations(36 CFR 800.5).
