COMMISSIONERS PRESENT: Frederic Housel, Lani Bowman, Geraldine Giffin, Thomas Hickcox, Wayne Iokepa and Richard Nelson EXCUSED: Brandi Beaudet STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager) and Jeff Darrow (Staff And seven people from the public in attendance. APPLICANT: PARKER RANCH (SPP 10-108) Pre-hearing/status hearing and action meeting regarding application for a Special Permit to allow for the establishment of light industrial and commercial office uses within existing structures and the use of an existing rodeo/equestrian facility for special events, all of which are situated on a total of approximately 14.897 acres at the Parker Ranch headquarters and rodeo/equestrian facility complex in Waimea. The project site is situated approximately 4,300 feet north of the Waimea- Kohala Airport on the east side of the Mmalahoa Highway, Waikoloa and Pu‘ukapu, South Kohala, TMK: 6-7-001: portion of 25 and 6-7-002: portion of 17. HOUSEL: We’ve got to take one more item before we break for lunch, and that’s on the addendum, which is the, it’s No. 5, which is Parker Ranch. This is a pre-hearing for a contested case for a special permit for the establishment of light industrial and commercial office within the existing structures and the use of existing rodeo/equestrian facility for special events. Do we need to have another presentation to -. GIFFIN: No, but you should take note, I think, that Mr. Beaudet is gone. HOUSEL: Right, I will, I will. Okay. Does anyone want to see the plan? LEITHEAD TODD: I think we have a letter to continue. HOUSEL: Right. Does anyone want to see the presentation? Okay, everybody is familiar with it, okay. Okay, we save time here, so hopefully, okay. Now, I want to make note, as Commissioner Giffin reminded me, Commissioner Beaudet has excused himself from this issue. So we will –I don’t think there is anyone signed up to testify –so we will have the applicant’s representative speak to us. Could you raise your right hand, please? Do you swear to tell the truth now before the Planning Commission today? 1 EXHIBIT C FUKE: Yes, I do. HOUSEL: Thank you. Name again, please. FUKE: Sure. Good afternoon, Mr. Chairman, Commissioners. Sidney Fuke representing the applicant, Parker Ranch, Inc. At the last Commission meeting, this matter was continued in the hope of having all of the concerns raised by the other intervening party, the Hirayamas, except, I guess, you know, the project, and we are proud to say that we are reduced to essentially only one issue, and we believe that we can resolve the issue, you know, in time for the next Commission meeting. So, on that basis, we, again, both, I guess, you know, you already have a letter from Ms. Song representing the Hirayamas, and they’ve requested it be continued. And likewise, we also would like to have it continued to the next Commission meeting. HOUSEL: To the next Planning Commission meeting? FUKE: Sure. HOUSEL: What’s the next date, Daryn? th ARAI: The next date will be January the 13. th HOUSEL: Okay, so January 13will be -. ARAI: And I can clarify that the way it will be scheduled that we’ll have a similar to the way it was th scheduled for this particular hearing – a status meeting and hearing update on the 13. And if they do not resolve it, then the contested case can then be scheduled in February – I think it was February 17, it’s our next Leeward. But if they are able to resolve the issues and the contested case th is withdrawn, then the 13 could be used to take care of it as a regular hearing. HOUSEL: Any comments? GIFFIN: Not on that matter, but I did want to clarify that there was correspondence from the Parker School Trust Corporation, dated October 28, 2010, by David Pietsch. Apparently, David used the old stationery where it lists me as a board of directors. And I am no longer in that capacity, and I wanted that clear. HOUSEL: Okay, good point. So basically, we are being asked to grant a continuance, is that right, Daryn? ARAI: That is correct. HOUSEL: Okay. So I guess we’ll keep it simple and take a voice vote. Is that okay with th everybody? Okay. All in favor of continuing this matter until January 13, say aye. COMMISSIONERS: Aye. HOUSEL: Opposed? Okay, motion carried. 2 EXHIBIT C FUKE: Thank you.
