FOULK (SMA 10-41) <br />An advertised contested case hearing on the application of <br />was called to order at 9:18 a.m. in the King Kamehameha's Kona Beach Hotel, Ballroom I, 75-5660 <br />Palani Road, Kailua-Kona, Hawai‘i, with Chairman Frederic Housel presiding. <br />COMMISSIONERS PRESENT: Frederic Housel, Brandi Beaudet, Geraldine Giffin, Thomas <br />Hickcox, Wayne Iokepa and Richard Nelson <br />ABSENT AND EXCUSED: Lani Bowman <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Daryn Arai (Planning <br />Program Manager) and Jeff Darrow (Staff Planner) <br />And approximately 50 people from the public in attendance. <br />APPLICANT: WILLIAM C. FOULK (SMA 10-41) <br />Contested Case Hearing on the application for a Special Management Area Use Permit to allow the <br />construction of a 16-unit, 4-story condominium building and related improvements. The property is <br />located on the northwest (makai) side of Ali‘i Drive and on the north side of H <br />rd <br />, North Kona, Hawai‘i, TMK: 7-7-4:25. <br />HOUSEL: Let me make an announcement, well, several actually. The purpose of this meeting this <br />morning is to take public testimony on the William C. Foulk, SMA 10-41. And so if you would like <br />to provide testimony, please sign up with the staff, with Noriko, and, so we can hear your <br />testimony. If, you know, you’ve submitted written testimony, please don’t read it, please. We will <br />definitely get a copy of that. Just give it to our staff. And if you would please summarize. In the <br />essence of time we’d like to allow everyone three minutes to give their testimony, and so we’ll have <br />opportunity for everyone to provide their testimony. So we can now proceed. <br />The item that we’re going to cover today is applicant William C. Foulk,SMA 10-41. This is a <br />contested case hearing on the application for a Special Management Area Use Permit to allow the <br />construction of a 16-unit, 4-story condominium building and related improvements. So, I have four <br />people so far signed up to testify. If you four could please come forward and have a seat at the table <br />- Randy Clarke, Karen Newton, Monica Lockwood, and Curren Meyers. Are we missing one <br />person? Okay, perhaps they’ll join us. Okay. Could I ask, if you could pick up the microphone, <br />please, and raise your right hand?
