After retirement I was appointed as a Per Diem District Court Judge from 2015 until 2018, when I reached mandatory retirement age. As an Attorney in the Corporation Counsel Office, I worked on many matters, representing the Planning Department before various trial and appellate Courts. I also handled hearings before the Planning Commission and Hearing Officers. I was also assigned to investigate and litigate employment related issues. Prior to becoming an Attorney in t 976 I worked for the State of California Department of Employment, both as a Staff Trainer in both Employment and Unemployment Insurance matters and as an adjudicator making investigations into reasons for leaving employment as well as Super4vising a State Employment Office. I represented the County of Hawaii before the Equal Employment Opportunity Commission, The Hawaii Civil Rights Commission, the Labor and Industrial Rights Commission. I have been appointed as an arbitrator through HLRB to conduct disciplinary hearings related to Union Grievances. I am familiar with conducting trials and hearings. Accordingly, I would respectfully request that I be appointed to conduct employment related investigations. Attached is a resume of my qualifications which covers my professional activities since 1976. I hold a bachelor's degree in political science from Cal State Long Beach and a Bachelor of Science and a Juris Doctor degree from Glendale University College of Law. I have conducted investigations for various departments of the County of Hawaii including Environmental Management, Public Works, Planning, Parks and Mass Transit.
