HomeMy WebLinkAboutPL-REZ-2023-000052 01.11.24 Kathleen Huckabay Testimony From: Kathleen Huckabay To: LPCtestimonv Subject: PL-REZ-2023-052 Public Testimony for Leeword Planning Commission Date: Thursday,January 11,2024 12:33:39 PM I am writing, as an individual, to object to any change in the zoning from an Open Zoning district to an IndustrialCommercial Mixed-20,000 square feet(MCX-20) for a 26.502 acre portion of a larger 29.610-acre property until the items listed below are addressed and resolved. The subject property is located on the south side of Pula Melia Street approximately 0.2 miles southeast of its intersection with Waikoloa Road, Waikoloa, South Kohala, Hawaii. Waikoloa and Waikoloa road are under resourced at this time and much ongoing work needs to be done before any such rezone should be allowed. 1) Waikoloa road runs from Waimea to Queen K. At this point, the road is under reconstruction and widening which will last for the next 12 months. 2) There is ongoing work at the intersection of Waikoloa Rd and Paniollo to create a roundabout; this project may divert traffic to other locations while the construction is completed. 3)There is already significant traffic on Waikoloa Road as the road is the main connector for vehicles going to and from Hilo. 4) The traffic counts in the study under-represented the increase in traffic if the Light Industrial Center would be allowed as it did not include the potential traffic from the over 4,500 homes north of the proposed project; this is particularly of concern should the project include .the proposed storage units. 5) The report did not include the number of electronic charging stations that would be made available to condo owners. 6) The project is located at the entrance to the village and could be unattractive and could potentially reduce property values in the village. 7) Lastly, the village is prone to fire hazards and the project could significantly reduce the number of evacuees should a fire occur requiring them to evacuate from their homes.
