a. Kanalu Sproat, West Hawai’i Wildlife Biologist, present on the Rule Changes from the
DLNR Rule Change Committee for Pohakuloa Hunting Unit E.
b. Derek Risch, Conservation and Wildlife Planner and Ungulate Program Coordinator for
the University of Hawaii, present on the University of Hawaii’s Ungulate Program for
Hawai’i Island.
6. OLD BUSINESS:
a. GMAC Quarterly Report to Mayor Roth and County Council – draft by Commissioner
Cortney Okumura
b. Discussion on GMAC November 2022 recommendations for Pu’uanahulu/ Pu’uwa’a’awa
rule change for DLNR Rule Change Committee.
c. Discussion on draft letter regarding HB53

e. Investigative Committee: DLNR expenditures of Pittman-Robertson grants,
Dingle-Johnson grants, Boating Special Fund, and Off Highway Vehicle Fund in
the County of Hawai’i.
8. ANNOUNCEMENTS:
a. Next meeting will be on March 21, 2023, at 9:00 am to 11:00 am at the Puna
Conference Room in the Hilo County Building.
b. Public Hearing for the GMAC Draft Rules will be March 21, 2022 at 9:00 am to
precede the GMAC monthly meeting.
c. GMAC vacancies, District 2, (Hilo, portions of South Hilo) and District 9,
(Kohala, portions of Waimea).

Executive Session: The Game Management Advisory Commission anticipates it may convene in
one or more executive sessions regarding the above matters listed on the agenda, pursuant to
HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board’s attorney on
questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and
liabilities. A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive session.
Executive session is closed to the public.
Anyone wishing to discuss an item that does not appear on the agenda should call the commission
secretary at 808-323-4444 or email Barbara.Kossow@hawaiicounty.gov to have the subject placed
on the next available agenda.
Note: A meeting held by interactive conference technology shall be automatically recessed for up
to 30 minutes to restore communication when audiovisual communication cannot be maintained
with all members participating in the meeting or with the “in-person” location identified in this
agenda. The meeting may be in-person when either audiovisual communication is restored, or
audio-only communication is established after an unsuccessful attempt to restore audiovisual
communication. If it is not possible to reconvene the meeting as provided in this subsection within
30 minutes after an interruption to communication, then the meeting shall be automatically
terminated.

five days of becoming a lobbyist. \[Chapter 2, Article 15, Section 2-91.3(b), Hawaiʻi County
Code.\] A lobbyist means “any individual engaged for pay or other consideration who spends more
than five hours in any month or $275 in any six-month period for the purpose of attempting to
influence legislative or administrative action by communicating or urging others to communicate
with public officials.” \[Chapter 2, Article 15, Section 2-91.3(a)(6), Hawaiʻi County Code.\]
