Control Proposal

Waianae Hunting Association to discuss their proposal to control the goat populations in
Makaha and Waianae Valleys.

GAME BIRD ABUNDANCE
BACKGROUND: I hunted the western slopes of Mauna Kea extensively the past fall and spring during the
Upland Game Bird/Spring Turkey Hunting Seasons. From the observed limited bird production and lack
of hunter harvest success, it was unquestionably the worst season I have experienced in the 22 years I
have hunted on the Big Island. Fellow hunters I contacted shared that assessment.
One of the manifestations of game bird abundance and a seasonal success predictor that I use is a count
of smashed birds along high speed roadways traversing game bird habitat. On a round trip excursion
along the length of Saddle Road on the weekend prior to the opening of the 2017-2018 Game Bird
Season, I saw but one dead bird. Not a good sign.
For this Season's opening weekend I hunted Kapapala Ranch on the eastern slope of Mauna Loa along
with 39 other hunters. Harvest data indicated one bird taken per every three hunters; not a booming
success story when the DLNR-established bag limit is three birds per hunter, an inverse ratio. Next week
I will try Mauna Kea, but I'm not expecting much different results.
Midway through the 2016-2017 Season, I met with Shaya Honarvar and Joey Mello to describe my
observations and express my concerns over an apparent reduction in game bird abundance. I related my
experiences in finding fireweed stems and buds in the crops of Erckel's francolins and Ring-necked
pheasants which I harvested.A U. H. Manoa Report(" indicated that the second most susceptible animal
group to fireweed poisoning is poultry. I questioned whether that could account for low game bird
production, but have not yet heard a response.
I was recently advised of another predation on game birds noted by Leopold 80 years ago(2). In Georgia
in 1928, fire ants destroyed over 12 percent of quail nests by invading eggs as they pipped.
Although mitigation efforts have been made, both fireweed and fire ants remain out of control, and
appear well on the way to occupying vast portions of the Island of Hawaii. From the dense vegetation
encountered, game bird habitat has appeared to receive adequate and dispersed rainfall. Could the
proliferation of either, or both of the invasive species mentioned be related to the apparent decline in
game bird abundance?
QUESTION: An average of 500 persons hunt gamebirds on Mauna Kea on opening weekend. Many
continue that pursuit throughout the Island during the 3-month long season. Scientific methods are in
place to determine and monitor forest bird populations. Is it not incumbent on DLNR to develop similar
procedures to determine abundance and actively monitor the health of Hawaii's game bird species?
