BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
supports the development of an adequate, safe, and ecologically responsible public shooting

incorporating the work of the aforementioned working group, presenting a list and
description of shooting venues desired, along with the required infrastructure, and
the priority of construction.
4. Conducting a review of appropriate building sites, elements driving construction,
accessibility, gunfire sound propagation, lead management ability, cultural and
biological use restrictions, climatology, access to utilities, and vandalism
protection, etc.
5. Preparing an estimate of design, time -phased construction, and facility operational
costs.
6. Identifying sources of revenue.
7. Seeking support from potential and/or identified facility development and
operational entities.
