Because the 1978 Constitutional Convention attempted to remove without ratification, the desired inclusion of our introduced game animals as “natural resources”, it is necessary to clarify that our introduced game
resources are a part of our natural environment for the purposes of not only
recreation and gathering rights, HCR22 clearly spells out the unanimous
recognition that our game animals are an important sustainability
commodity and resource. In part, HCR22 resolves that
“BE IT RESOLVED by the House of Representatives of the Twenty-eighth
Legislature of the State of Hawaii, Regular Session 2016-2237 HCR22 SDl SMA.doc
Session of 2016, the Senate concurring, that this body urges the conservation,
development, and utilization of game mammal, game bird, and fishing resources;
and
BE IT FURTHER RESOLVED that this body recognizes that pioneered introductions,
such as the pig, and later sustainability introductions, such as goats, sheep, and
deer, are now recognized as game mammal and game bird resources and should
be included among the game management resources supported to achieve
sustainability and food security;
BE IT FURTHER RESOLVED that this body urges state departments to develop and
update their rules and policies to integrate the local hunting and fishing industries
into any food security or sustainability strategies they employ and to preserve,
protect, and promote these industries and local cultural practices to nurture them
into viable and sustainable economic, nutritional, and cultural resources;”
The proposed change are as follows and are as exactly the same as our
original inclusion in HB104.
CONSTITUTIONAL AMENDMENT SECTION 1. The purpose of this Act is to propose an amendment to article XI of the Constitution of the State of Hawaii to promote the conservation and protection of Hawaii’s game resources.
SECTION 2. Article XI, of the Constitution of the State of Hawaii is
amended to read as follows:
ARTICLE XI
CONSERVATION, CONTROL AND DEVELOPMENT OF RESOURCES CONSERVATION AND DEVELOPMENT OF RESOURCES Section 1. For the benefit of present and future generations, the State and its political subdivisions shall conserve and protect Hawaii’s natural beauty and all natural resources, including land, water, game animals, air, minerals and energy sources, and shall promote the development and utilization of
these resources in a manner consistent with their conservation and in
furtherance of the self—sufficiency of the State.
