Dear Kamuela,
The purpose of the Kaupakuea Public Access Plan is to provide the public an
additional means to access the Hilo Forest Reserve. Hamakua has very few
mauka public access easements. Hawaii County Game Management Advisory
Commission would like to request the County Planning Department investigate
the reason for incompletion of this legal public access.
We kindly ask the Planning Department do an extensive search for plans of
completion. If not found, we ask a work order, delegating responsible parties be
formulated. We request as directed in the "Public Access Plan" and in the "Grant
of Easement for Public Purposes" (signed by the Mayor), the access consists of a
50 foot wide pedestrian and vehicular access, and accommodations for parking in
the Forest Reserve be included.
As the distance between the end of the Kaupakuea Homestead Road and the Hilo
Forest Reserve going through the Makahanaloa Lots is only 805 feet, we hope the
Planning Department will consider the feasibility of this access for the public and
in particular, the hunter.
