1. HRS 92-2.5(h)
(h) Where notice of the deadline to submit testimony to the legislature is less than the
notice requirements in this section, a board may circulate for approval a statement
regarding a position previously adopted by the board; provided that the position
previously adopted by the board, the statement to be submitted as testimony, and
communications among board members about the statement, including drafts, shall be in
writing and accessible to the public, within forty-eight hours of the statement's circulation
to the board, on the board's website, or, if the board does not have a website, on an
appropriate state or county website.
2. The Environmental Management Commission at its duly noticed meeting on
January 24, 2024, adopted a motion to support extended producer legislation in the
2024 session of the Legislature, and to authorize recommendations to the
Department of Environmental Management, the Hawai‘i County Council, and the
Legislature.
3. House Bill 1688:
Requires the Department of Health to conduct a statewide needs assessment to determine
what would be needed to transition to a more circular system with less waste generation,
more reuse, and an extended producer responsibility program for packaging materials and
paper products. Appropriates funds.
(H ) 1/31/2024 - Bill scheduled to be heard by EEP on Thursday, 02-08-24 9:30AM in
House conference room 325 VIA VIDEOCONFERENCE.
4. All communications among commissioners related to this item shall include the
