I understand both HB 1688 and companion bill SB2368 has passed its first reading.
In voting YES, I believe that the ‘needs assessments’ if conducted as it should and is intended
to; will provide informed debates and advocate for amendments or revisions for subsequent
readings on these EPR bills that may become law.
Having a comprehensive needs assessment should help build support for the proposed
legislation by demonstrating the relevance and potential impact on our pressing environmental
issues.
Also by having ongoing needs assessments (after law) can be valuable for monitoring the
implementation and effectiveness of this legislation and make changes as necessary.
•Many of our current laws fail to deliver and are ineffective due to a lack of monitoring,
enforcement and accountability.
Thank you.
