I could not reply earlier. I would have abstained from this vote. My reason is that lack of
clarity on specifics of the needs assessment. I look forward to a brief discussion.

Two different things being conflated here. Thus, my vote in opposition. I will reserve a

No, you can explain your stance. Correspondence just has to relate to the statement and
be gathered and published to our folder on the county web site within a certain time
frame.
