CALL TO ORDER 7
Committee Member Charles Young called the meeting of the Kona Community Development 8
Plan (KCDP) Action Committee (AC) to order at 2:05 P.M. This meeting was held online via Zoom, 9
and in-person at the West Hawaiʻi Civic Center, Building G. A quorum was established with five 10

General Plan Update from Bethany Morrison [SEE YOUTUBE TIME STAMP 5:09] 23
Bethany gave an update on the General Plan, explained that the public comment period will be 24
open until March 1, 2024. General Plan comments are welcome online through the Konveio 25
platform as well as through email to the Planning Department. Bethany answered questions 26
from the Action Committee members as well as the public. 27
APPROVAL OF MINUTES: 28
Committee Member Pelletier made a motion to approve the September 12, 2023 minutes. 29
Motion seconded by Committee Member Huerta. Motion passed with 5 votes aye, 0 votes nay. 30

1. Training on Permitted Interaction Groups and the Duties and Responsibilities of the 36
Community Development Plan Action Committees: Presentation by Deputy Corporation 37
Counsel, Suzanna Tiapula [SEE YOUTUBE TIME STAMP 32:02] 38
Deputy Corporation Counsel Tiapula explains that the intention of a Permitted Interaction 39
Group (PIG) is to allow 2 or more members but less than quorum, to meet outside of the AC 40
Forum. A PIG is established to investigate a specific purpose. For the committee to take 41
action on a matter investigated by a PIG, three separate meetings must occur. At the first 42
meeting, a PIG is formed and the scope of the investigation and the members who will 43
participate (up to quorum) are defined. At a second or subsequent meeting, the PIG reports 44
its findings. The committee cannot discuss or act on the report at this meeting. Once a PIG 45
gives their report, PIG dissolves. At the third meeting, the committee can discuss and act on 46
the findings of the PIG. 47

Committee Member Nancy Pisicchio nominated Committee Member Charles Young for 50
Chair, Seconded by Committee Member John Pelletier. Motion passed with 5 votes aye, 0 51
votes nay. 52
Chair Young nominated Committee Member Pisicchio for the Vice-Chair position, seconded 53
by Committee Member Pelletier. Motion passed with 5 votes aye, 0 votes nay. 54

Chair Young made a motion to adjourn meeting, seconded by Committee Member Nancy 60
