NOTICE IS HEREBY GIVEN by the County of Hawai'i's Public Access, Open Space, and Natural
Resources Preservation Commission (PONC) in person meeting pursuant to Hawaii Revised
Statutes§92-3.5,the Hawaii County Code Section 2-215,and the Commission's Rules of Practice
and Procedure(amended May 2023).
ORAL PUBLIC TESTIMONY: To provide oral testimony please arrive at least 10 minutes before
the meeting starts to complete the registration process and obtain meeting information.
SUBMITTING TESTIMONY: The Commission encourages the public to submit thoughts,
comments, and input on agenda items via written testimony. To ensure timely delivery to
members prior to the meeting, written testimony should be submitted no later than 12:00 noon
on Thursday, March 7, 2024, by (1) fax to (808) 961-8248; (2) mail: PONC Commission in Hilo

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code} A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in
any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with
public officials." {Article 15, Section 2-91.3(a) (6), Hawai`i County Code} Registration forms
