CALL TO ORDER & ROLL CALL 7
Chair Ruth Smith called the South Kohala (SKCDP) Action Committee (AC) to order at 5:06 P.M. 8
This meeting was held online via Zoom, and in-person at the Waimea Community Center. A 9
quorum was established with six members in attendance. 10

AC Members Present: Ruth Smith (Chair), Peter Hendricks, Bill Sanborn, Julia Ann Alos, and 14
Tristie Licoan, Scott Nagata (late in 5:19 P.M) 15
AC Members Absent-Excused: Mark Gordon, Kevin McLauglin, & Karen Anderson 16

Committee member Hendricks moved to approve September 12, 2023 minutes. Seconded by 25

1. Training/Review on Permitted Interaction Groups (PIGs): Presentation by Deputy 29
Corporation Counsel, Keyra Wong [SEE YOUTUBE TIME STAMP 18:35] 30
Keyra Wong reviewed Communica�on No. 2023-03 Memo re CDP Ac�on Commitee Member 31
Communica�ons and PIGs, Communica�on No. 2023-04 Excerpts from Sunshine Law Guide 32
(002) and Communica�on No. 2023-05 OIP Quick Review-PIGs. She explained the AC 33
communica�on rights and responsibili�es under the Hawaii Sunshine Law and reviewed the 34
func�on of Permited Interac�on Groups. In addi�on, she goes over the list of current PIGs that 35
were provided by the Planning department. 36

Commitee member mo�oned to nominate Tris�e Licoan for Chair, seconded by. Mo�on passed 43
unanimous vote, aye. Commitee member Tirs�e Licoan accepts Chair posi�on. 44
Commitee member Tris�e Licoan mo�oned to nominate Scot Nagata as Vice Chair, seconded 45
by Ruth Smith. Mo�on passed by unanimous vote, aye. Commitee member Scot Nagata 46
accepts Vice-Chair posi�on. 47
3. Scheduling of Future South Kohala Community Development Plan Action Committee 48

The commitee began discussion on se�ng a schedule of future mee�ngs. The commitee 51
agreed to have mee�ngs every other month star�ng 2/26/24. It will be the 4th Monday of every 52
other month from 5pm – 7pm, except for December 2024 which will be on 12/16/24. The 53
mee�ng venues to be rotated. Commitee member Sanborn made a mo�on to accept the 2024 54
mee�ng schedule, seconded by Licoan and Hendricks. Mo�on passed with unanimous vote, 55
aye. 56

Commitee member Licoan also requested for Planning to follow up with Cultural Resources 68
Commission in regards to cemetery that community member Jojo men�oned earlier. 69

Chair Ruth motioned to adjourn the meeting. Motion seconded by Committee member Sanborn. 72
Motion passed with unanimous aye vote. The meeting was adjourned at 7:10 P.M. 73
