1. CALL THE MEETING TO ORDER: Clyde Silva, Committee Chair called the
meeting to order at 10:05 a.m.
2. INTRODUCTIONS:

4. APPROVAL OF MINUTES OF THE October 27, 2023 MEETING – Clyde
Silva, Committee Chair motion to approve the minutes of the meeting. Motion to
accept the minutes by Lisa McNamarra, and seconded by Judy Bell. Unanimously
approved.
5. COMMENTS FROM THE COMMITTEE VICE CHAIR – Clyde Silva
Clyde thanked the committee for all that they do.
6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr
1. Continue to interview for the Database Analyst position. We will be
interviewing two applicants.
2. We are preparing to submit our Fiscal Year 2024 -2025 budget to finance.
HCOA is scheduled for budget review on December 12, 2023.
3. Reminded the COA about the annual report to the Mayor. Time will be set
aside in today’s meeting to come up with a set of draft recommendations.
7. POLICY ADVISORY BOARD OF ELDERLY AFFAIRS – Shelly Ogata
Each month PABEA will be reviewing the 4 County Area Plans. Last month was
Hawaiʻi Countyʻs Plan, and Mr. Horace Farr, Executive on Aging provided a great
presentation. The committee looked at similarities and/or differences amongst the
counties and will develop possible recommendations for the Executive Office on
Aging (EOA). PABEA is also considering legislative priorities as Kupuna Caucus
is collecting bill ideas for the next session. If there are any legislative priority bills
that are ready to be submitted, and want to be considered for the Kupuna Caucus
package, it is due by next week. Mr. Farr mentioned the deadline for next week is
for ideas to be discussed and then voting will occur with the top 5 ideas to be
included in the Kupuna Caucus package.
