1. CALL THE MEETING TO ORDER – Clyde Silva, Committee Chair called the
meeting to order at 10:14 a.m.
2. INTRODUCTIONS – Clyde Silva, Committee Chair

4. APPROVAL OF MINUTES OF THE OCTOBER 27, 2023 MEETING –
Clyde Silva, Committee Chair motion to approve the minutes of the meeting.
Motion to move and approve the minutes with correction by Judy Bell, and
seconded by Julya Bridgewater. Unanimously approved.
5. COMMENTS FROM THE COMMITTEE CHAIR – Clyde Silva
None.
6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr
1) Thank the Committee for their time and willingness to serve.
The Executive on Aging thanked the Committee on Aging members for their
time and willingness to serving this past year.
2) The Executive on Aging reported on the following Equipment Purchased,
Future Funding Concerns, and 2024 Older Americans Month Luncheon:
a) Two Hot Shot vehicles
b) Two Kilns for the Ceramics Classes
c) A new Potter’s wheel for the Ceramics Classes
d) Continue to keep our funding secure
e) SAVE THE DATE – FRIDAY, MAY 10, 2024 OAM Luncheon – Hilton
Waikoloa Resort
7. POLICY ADVISORY BOARD OF ELDERLY AFFAIRS – Shelly Ogata
PABEA Report:
The caucus voted on their top five (5) priorities:
- Item #1. To Establish a Paid Family Medical Leave Program (HB No. 236).
- Item #2. Establishing A Caregiver’s Tax Credit (bill being drafted).
- Item #3. To Raise the Personal Needs Allowance for Medicaid Recipients
Living in a Long Term-Care Facility (HB No. 916). Since 2007 the
rate was $50.00 a month, and trying to increase the rate to $75.00.
- Item #4. To Fund the Healthy Aging Partnership Program - Fall Prevention and
Chronic Disease Self-Management Program.
- Item #5. To Fund the Department of Health Kupuna Fall Prevention
Campaign.

Hawaiian Telcom’s fiber internet services. Clyde Silva also added they are trying
to get television connection.
Clyde Silva mentioned that there are issues with the macadamia nut company.
The company is trying to connect with COSTCO to buy their products.
Economically the macadamia nut business is not doing well. COSTCO’s Board of
Directors will be visiting the macadamia nut facility sometime next week. If the
Board of Directors like what they see, it will help to keep the business stabilized.

are about 30 members and they have been participating in several events.

10. BUSINESS DISCUSSION – Clyde Silva, Committee Chair
- Mayor’s Annual Report. Committee reviewed and approved the Committee on
Aging Mayor’s Annual Report. Clyde Silva called a motion to approve; Lisa
McNamarra motioned to accept, and seconded by Julya Bridgewater. Clyde
called all in favor is unanimous. Clyde move to approve the Mayor’s Annual
Report dated December 20, 2023.

11. ANNOUNCEMENTS:
Pamela Nehls (AARP) – AARP is preparing events for 2024: (1) Aging in Place
Conference; (2) Meeting with someone from the County Council to educate on
how the County Council works; (3) Free concert with Augie T, Comedian will be
held sometime in May; and Caregiving. All events are free to participants.
12. SCHEDULING OF NEXT MEETING: Clyde Silva, Committee Chair to
announce the next meeting – Friday, March 22, 2024.
13. ADJOURNMENT – Clyde Silva, Committee Chair
Clyde Silva, Committee Chair move to adjourn the meeting; Judy Bell motioned;
seconded by Pamela Bruce. The meeting was adjourned at 11:42 a.m.
