From: Maki Morinoue <br /> To: LPCtestimonv <br /> Subject: Written Testimony <br /> Date: Wednesday, February 28,2024 9:28:48 AM <br /> Aloha Leeward Planning Commissioners <br /> I am a kama'aina of Holualoa ahupua'a and I am STRONGLY OPPOSING Agenda items <br /> #3 & #4. <br /> 1 have been testifying for a few years now, watching how things are getting passed through <br /> LPC and County Council. Also, the change in leadership in 2020 and the impact Zendo <br /> Kern has caused is a direct link to his conflict of interests with his former company, Zendo <br /> Kern and Associates, now known under the same leadership sans Zendo, Land Planning <br /> Hawai'i, LLC. Zendo re-released and undermined the Hawai'i State constitutional right for <br /> our lineal descendants who pushed our community concerns into contested hearing cases, <br /> stopping ALL DEVELOPMENT along Ali'i Drive until proper evacuation routes and sewage <br /> issues were managed. We are STILL overcapacity and unfit for development. <br /> After years of local community demands with epic failure to evacuate residents of Kailua- <br /> Kona, especially Ali'i Drive, and Kuakini, WE ARE STILL OVERCAPACITY AND NOT <br /> CATASTROPHICALLY PREPARED. We continue to echo the Police chief, who testified <br /> after experiencing several tsunami evacuations came to a complete standstill in traffic after <br /> actively evacuating residents and told people to get out of their cars and run for the hills. <br /> There were NO siren warnings. Sounds familiar? Lahaina is a dark, unfortunate <br /> warning, as we have warned County and Leeward Planning for decades. <br /> We are overcapacity, our sewage treatment plant is under litigations under the Clean Water <br /> Act, over tourism, water use restrictions, grossly lack open space cultural landscape, and <br /> we have created an over luxury-oriented offshore investors investments playground, <br /> including our parking lots they make money off this land. <br /> NO EVACUATION ROUTES, NO four-lane roads put in on Kuakini, overly gated up <br /> communities on the Mauka areas since the 1990s, and coral reef impacted and in terrible <br /> conditions. WE ARE NOT FIT TO BUILD. Instead, I demand a moratorium on luxury <br /> developments in Kona and a moratorium on hotels and vacation rentals for offshore <br /> investors. <br /> We continue to stress local communities by having to attend oral testimonies on the same <br /> issues regarding developmental activities and rezonings because our majority leadership <br /> cannot seem to vote in the right direction. Today marks an opportunity to start listening to <br /> community warnings. Lahaina disasters are man-made disasters. It is preventable, and it <br /> starts here in this room and with our County Council leadership. <br />
