V) LJJ ■ THIS TIME EXTENSION WILL ALLOW THE APPLICANT TO DEVELOP THE NEXT PHASES OF THE KUMAKUA SELF HELP HOUSING PROJECT. THE FIRST TWO PHASES INCLUDED THE LJJ CONSTRUCTION OF 44 SELF HELP HOMES. Q!� V) ■ THE PROPOSED SUBDIVISION WILL CONSIST OF 32, 10,000 SQUARE-FOOT MINIMUM ~ HOUSE LOTS, ONE 8. 12-ACRE BULK LOT, AND A ROAD LOT. ZQ U ■ WHEN THE APPLICANT SUBMITTED A SUBDIVISION APPLICATION IN 2023 FOR THE J PRECEDING, THEY WERE ADVISED THAT THE TIME TO SECURE FINAL SUBDIVISION n APPROVAL IN THE ORDINANCE HAD EXPIRED, THUS THEY ARE REQUESTING A 5-YEAR Q TIME EXTENSION TO COMPLETE THE SUBDIVISION. REASONS FOR THE REQUEST ■ ACCORDING TO THE APPLICANT, AFTER SECURING THE REZONING OF THE PROPERTY IN 2010, THEY WERE CONCERNED ABOUT THE ECONOMIC OUTLOOK OF NORTH V) KOHALA RESIDENTS GIVEN THE IMPACTS OF THE 2008-2009 GREAT RECESSION AND w HAD SIGNIFICANT DIFFICULTY RECRUITING APPLICANTS WHO WERE INTERESTED IN SELF HELP HOUSING IN NORTH KOHALA AND WHO MET THE INCOME AND CREDIT uj REQUIREMENTS TO QUALIFY FOR THE REQUIRED MORTGAGE. V) ■ THIS MADE THE APPLICANT RETICENT TO BORROW THE $4 MILLION IN FUNDS TO Z CONSTRUCT THIS PHASE OF THE SUBDIVISION.
