Re: Support for House Bill No. 1892 HD2 SD1, relating to cesspools.
Mayor Roth and Director Mansour,
The Environmental Management Commission (EMC) of the County of Hawai‘i on February 28,
2024, adopted a motion to recommend to you our support for legislation that would accelerate
cesspool conversion deadlines for certain cesspools in high priority areas.
Pursuant to this motion and as permitted by HRS 92-2.5(h), EMC sends this letter in support of
House Bill No. 1892, as amended. The urgency of cesspool conversion to secure our local
resources and support community resilience is critical.
Please support passage of House Bill No. 1892, as amended, and prioritize removing 53 million
gallons per day of raw sewage from entering our drinking water and marine systems.
