This letter is to express my strong OPPOSITION of the proposed development of
Black Sand Beach LLC primarily because this application fails to meet the
required for this particular project under HRS Chapter 205-26(2)a that says an
application MUST demonstrate that it will not have any substantial adverse
environmental effect. Has a new and environmental impact study along with
updated shore assessments been conducted? For example, What about the fate of
the endangered Hawkbill Honu that nests on the black sand beach already fraught
with danger by the daily busloads of tourists that trample the already popular
shoreline?
Also the application lacks a very important comprehensive study and conclusion
as to the huge cultural and socio-economic impacts to Native Hawaiians and
generations of long tune residents and others such as residents of Pahala and
Naalehu.
Not least is the lack of general infrastructure such as addressing traffic congestion
on the narrow roadways from Kona that are already an increasingly dire problem.
Probably the most offensive omission is the lack of evidence of how sustainable
economic benefits such as a diverse range of skilled labor employment with quality
living wages for families to actually thrive will be achieved.
Finally, is there any plan for the protection and preservation of historical and
cultural practices and sacred sites?
These reasons and probably more are why I oppose the existing application and
why any development needs to include community collaboration in finding a
balanced approach of progress, revitalization and preservation.
In closing, may I say Mahalo for this opportunity to express my very worrisome
concerns for the future of a very special place that is very dear to my heart.
