Please find attached the recommendation for support of HB1892 regarding cesspool
conversion discussed in our last meeting, for EMC approval. We will need 5 ayes in support of
this EMC recommendation to move forward. All correspondence will need to be posted online

Currently HB 1892 has crossed over to the Senate and has passed its initial round of
committees, AEN and HHS. Sometime this week the bill will be reported out of the committees
as HB 1892 HD2 SD1. The SD1 draft will next be referred to Ways and Means, where HB
1892’s Senate companion died. So it’s going to be tight. The deadline for HB 1892 to be
scheduled, heard, and reported out of WAM is April 4.
The SD1 amendment is not substantive, in that it changes the effective date from the year
3000 to 2050 so it can go back for sausage making in the event it reaches conference
committee.
Summary from the February meeting for those that missed it:
Amendment to motion, second, and vote: Commissioner Perez amended her motion to be that
EMC would draft a letter to the Administration indicating support for cesspool bills in the
Legislature, specifically including House Bill 1892, which moves up priority conversion
deadlines, to which Commissioner Otsuka seconded. No further discussion. Ayes 5 (Acasio,
Beets, Otsuka, Perez, Norris); Nay 1 (McIntosh); Absent 2 (Adams, Garcia).
