HomeMy WebLinkAbout2024-02-06 KCDP Minutes Final KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE 1 Tuesday, February 6, 2024 2 FINAL Meeting Minutes 3 4 CALL TO ORDER 5 Chair Charlie called the Kona Community Development Plan (KCDP) Action Committee (AC) 6 to order at 12:08 PM. Quorum was established at this time. This meeting was held online via 7 Zoom, and in-person at the Kula’imano Community Center. 8 The YouTube video of this meeting can be found here: 9 https://www.youtube.com/watch?v=uxyouSBOHRg&t=16s 10 11 ROLL CALL 12 AC Members Present: Nancy Pisicchio (Vice Chair) 13 AC Members Present via Zoom: Charles Young (Chair), David Huerta, John Pelletier and 14 Roselyn Molina 15 Excused Absence: Heather Korotie 16 Unexcused Absence: Marisa Bankston and Gary Jaster 17 County Staff: Planners – Janice Hata and Jessica Lahip 18 County Staff Present via Zoom: Maryam Palma and Kawelo Kalili. 19 Approximately 5 members of the of the public attended the meeting (1 in person and 4 via 20 Zoom) 21 County Officials: Deputy Corporation Counsel - Michelle Ahn. 22 ANNOUNCEMENTS: 23 Zarine Dorabji resignation from Kona CDP Action Committee [SEE YOUTUBE TIMESTAMP 24 APPROVAL OF MINUTES: 25 Vice Chair Nancy Pisicchio motioned to approve the January 8, 2024 minutes. Motion seconded 26 by committee member John Pelletier. Motion passed unanimously. [SEE YOUTUBE 27 TIMESTAMP 4:38] 28 29 PUBLIC COMMENT ON AGENDA ITEMS: 30 At 12:12 P.M., Chair Young called for statements from the public. There was 1 member of the 31 public in attendance to provide testimony: 32 Chuck Flaherty [SEE YOUTUBE TIME STAMP 7:55] 33 Testimony closed at 12:20 P.M. 34 BUSINESS: 35 36 1. Scheduling of Future Kona CDP Action Committee Meetings: Discussion and decision 37 making regarding the scheduling, logistics and format of future meetings. 38 This item was called to order at 12:21 P.M. There were approximately five members of the 39 public in attendance. 40 [SEE YOUTUBE TIMESTAMP 12:30] Action Committee members Charles Young (Chair), 41 David Huerta, John Pelletier, Roselyn Molina and Nancy Pissichio discuss having meetings on a 42 monthly basis instead of meeting bimonthly. 43 This item concluded at 12:31 P.M. 44 45 2. SB 2058 Relating to Neighborhood Boards 46 This item was called to order at 12:32 p.m. 47 [SEE YOUTUBE TIMESTAMP 24:00] CDP Action Committee Member Nancy Pisicchio spoke 48 about Senate Bill 2058 and having more opportunity for public input. CDP Action Committee 49 member John Pelletier motioned to nominate CDP Action Committee member Nancy Pissichio 50 to write and submit an AC letter in support of SB 2058, seconded by CDP Action Committee 51 member David Huerta. Motion passes unanimously, aye. 52 This item concluded at 12:49 p.m. 53 54 3. General Plan Comments Discussion 55 This item was called to order at 12:49 p.m. 56 [SEE YOUTUBE TIMESTAMP 41:19] The Kona CDP Action Committee members discussed 57 the draft General Plan. The maps on the draft General Plan should have a TOD zoning 58 designation versus High Density Urban. 59 Due losing quorum at 1:00 p.m. this item concluded at 12:58 p.m. 60 61 ADJOURNMENT: 62 CDP Action Committee member David Huerta motioned to adjourn the meeting. Motion 63 seconded by CDP Committee member Roselyn Molina.
