Aloha Chairman Lin,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impact
on our local communities. As a resident and member of our vibrant community, I believe it is
crucial to address the issues surrounding enforceability, inequity, and the transformation of
neighborhoods that this bill may bring.
Firstly, the enforceability of Bill 121 raises significant concerns. Without a clear and efficient
enforcement mechanism, the bill may not achieve its intended goals, leading to confusion and
non-compliance among property owners. This lack of clarity could further strain the resources
of our Planning Department, diverting attention from other critical community needs.
Secondly, the bill introduces a level of inequity among property owners. By imposing
restrictions that disproportionately affect certain groups, we risk creating divisions within our
community. It is essential that all property owners, regardless of their living arrangements, are
treated equally and fairly under the law.
Lastly, the transformation of neighborhoods is a concern that cannot be overlooked. The bill's
restrictions may lead to a decrease in the availability of short-term accommodations,
impacting our local tourism industry and, by extension, our economy. It is vital to consider the
broader implications of these changes on our community's character and economic well-being.
In light of these concerns, I respectfully request the Planning Commission to consider the
following recommendations:
1. Recommend the removal of restrictions about where hosts live and where guests stay,
ensuring fairness and flexibility for property owners.
2. Recommend streamlining the registration process to make it more accessible and less
burdensome for homeowners.
3. Recommend conducting an economic impact study to fully understand the bill's
implications on our local economy and housing market.
These recommendations aim to address the critical issues raised by Bill 121 while ensuring
the sustainable development of our community.
