They ignore the variable nature of community life and tourism in our region. Take, for instance, the celebrations of traditional Polynesian festivals, where music and communal joy are fundamental. Under the new bill, these cultural expressions, even when moderated, could fall foul of the strict 8-7 quiet hours, unfairly punishing homeowners and diminishing the guest experience. Further, consider the impact on guests who, coming from different time zones, may have social hours that don't align with the proposed strict quiet times. Their normal activities could be misconstrued as noise violations. The impracticality of a blanket quiet time only for TAR's is evident. Instead, we suggest a more tailored approach that respects both the rights of homeowners to rent out their properties and the rights of the community to peaceful enjoyment. I propose a tier approach 1 . 9pm to 7am for quiet hours. I think this is fair to everyone involved. 2. That from 9pm to 11 pm noise levels be measured by objective decibel limits at property boundaries rather than the arbitrary standards of disturbance currently drafted. We urge the commission to reconsider these quiet hour regulations, to ensure they are grounded in fairness and the reality of island life, both for residents and our valued guests.
