Subject:Urgent Concerns Regarding the Impacts of Bill 121 on Affordable Rentals and Property Rights

Aloha Chairman Lin,
I am writing to express my strong opposition to Hawaii County Bill 121.This legislation,in its current form,poses a significant threat to
the availability of affordable rental units and infringes upon the rights of property owners like myself.We believe this is bad legislation
and should be withdrawn from consideration.My family and I currently rent our condo for periods of 30 days,providing an affordable
option for those wishing to experience the true meaning of Aloha on our beautiful island.This bill,however,threatens to disrupt this
arrangement,denying us and others the freedom to rent our properties as we see fit.If this legislation is adopted with its current
content I see no reason to continue to offer our property to visitors.
The proposed regulations within Bill 121 will not only decrease the number of available rental units but will also impose severe
economic consequences on property owners.The increased taxes and stringent restrictions will likely compel many owners to withdraw
their units from the rental market altogether.This outcome contradicts the bill's purported goal of increasing affordable housing
options and instead will lead to higher rental fees,making it even more challenging for individuals and families to find affordable
accommodations.In light of these concerns,I urge the Planning Commission to consider the following recommendations:
Before adopting such bad legislation,conduct an economic impact study to fully understand the ramifications of Bill 121 on property
owners and the availability of affordable rentals.
Add a 3 year sunset clause.
Remove the affidavit requirement,which places an undue burden on property owners.
Recommend streamlining the registration process and eliminating invasive requirements,thereby reducing the economic impact on
property owners.
These measures will help ensure that the legislation does not inadvertently harm those it aims to help.It is crucial that we find a
balanced approach that respects the rights of property owners while genuinely addressing the need for affordable housing.
