CALL TO ORDER 6
Chair Licoan called the South Kohala Community Development Plan (SKCDP) Action Committee 7
(AC) meeting to order at 5:04 PM This meeting was held in-person at Tutu’s House and online via 8
Zoom. Quorum was established at this meeting. 9

AC Members Present (in person): Chair Tristie Licoan, Ruth Smith, William Sanborn, Vice-Chair 13
Scott Nagata, Peter Hendricks, and Kevin McLaughlin (arrived at 5:12 PM) 14

Committee Member Hendricks made a motion to approve the September 18, 2023 minutes. Motion 21
Seconded by Committee Member Smith. Motion Passed with 6 votes aye, 0 votes nay. 22
Committee Member Smith made a motion to approve the December 20, 2023 minutes. Motion 23
Seconded by Committee Member Sanborn. Motion Passed with 6 votes aye, 0 votes nay. 24

Committee Member Smith made a motion to have planning draft up a letter to the 36
Planning Director containing the combined comments from the Action Committee, motion 37
seconded by Committee Member Hendricks. Motion Passed with 7 votes ayes, 0 votes nay. 38
Committee Member Hendricks suggested to put in the letter a strong support for the 39
completion of the highway between Mamalahoa highway and Queen Kaahumanu highway 40
to extend Daniel K Inouye highway. 41

Planning Department Staff Maryam Palma gave a refresher presentation on CDP AC roles, 49
Sunshine Law, and Ch. 8 Implementation Matrix. 50
Committee Member McLaughlin requested that the Planning Department allow the AC to 51
have a small budget for AC needs. 52
Committee Member Sanborn made a motion to have the Planning Department update the 53
maps in the South Kohala CDP. Motion seconded by Committee Member Smith. Motion 54
passed with 7 votes aye, 0 votes nay. 55
