Aloha Chairman Lin,
am writing to express my strong opposition to Bill 121, particularly regarding its impact on
Ohana units used as short-term vacation rentals.My mother, like many others, relies on the
income generated from renting out her Ohana unit to afford necessary assisted care.
Without this income, she faces the grim prospect of moving into a nursing home, a cost far
beyond what her Social Security check can cover.
This bill, while aimed at addressing certain concerns, overlooks the critical role that short-
term rentals play in supporting our kupuna and their ability to live independently.The
potential closure of these rental operations not only threatens their financial stability but
also their dignity and quality of life.
In light of these considerations, I urge the Planning Commission to recommend the following
actions:
1. Remove the affidavit requirement that places undue burden on homeowners.
2. Streamline the registration process to eliminate invasive requirements, making it easier
for homeowners to comply without compromising their privacy.
3. Include an undue hardship clause to exempt homeowners who demonstrate that
compliance with the law would put them at risk of losing their housing or essential income.
These recommendations aim to balance the need for regulation with the preservation of a
vital income source for many families, especially our kupuna. It is crucial that we approach
this issue with compassion and understanding, recognizing the diverse needs of our
community.
I appreciate your consideration of these points and hope for a resolution that respects the
rights and needs of all affected parties.
