Aloha Chairman Lin,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential
impacts on our local communities, particularly in terms of enforceability, inequity, and the
transformation of neighborhoods. As a resident of Kailua-Kona, I have witnessed firsthand
the vibrancy and diversity that short-term rentals bring to our area. However, I am
troubled by the lack of comprehensive data and studies to support the proposed changes
in Bill 121.
Firstly, the enforceability of the new regulations poses a significant challenge. Without
sufficient human resources, the Planning Department may struggle to effectively monitor
and enforce these rules, leading to uneven application and potential disregard for the law.
Secondly, the bill introduces inequity by treating property owners and operators differently
based on their living arrangements. This distinction could unfairly penalize those who
contribute positively to our community and economy.
In light of these concerns, I respectfully request the Planning Commission to consider the
following:
Conduct an economic impact study to fully understand the implications of Bill 121 on local
economies and communities.
Recommend streamlining the registration process and eliminating invasive requirements,
ensuring a fair and efficient system for all.
I believe that with thoughtful consideration and adjustments, we can find a balanced
approach that preserves the integrity of our neighborhoods while accommodating the
needs of both residents and visitors.
